Costa Executive Director ^�;>.:_ County DATE: June 19, 2001 SUBJECT.: HOPE VI Grant Application Submittal, North Richmond Redevelopment Project Area SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE submittal of the Contra Costa County Housing Authority's application for the Fiscal Year 2001 HOPE VI Revitalization Grant Program of the Department of Housing and Urban Development (HUD) to redevelop the Las Deltas public housing development in North Richmond. AUTHORIZE the Deputy Director — Redevelopment, or his designee, to execute a letter of project support with a preliminary commitment of redevelopment and CDBG/HOME funds necessary for the application submittal. FISCAL IMPACT No impact on the General Fund. The Housing Authority will apply to HUD up to the maximum allowable$35,000,000 under the HOPE VI Program.The HOPE VI application will require a conceptual commitment of about $3 to $3.5 million in local resources to achieve the housing program. If the application is successfully awarded HOPE VI funds, each project component will apply for available local redevelopment,CDBG,HOME,and foundation funds to facilitate the Las Deltas redevelopment. BACKGROUND/REASONS FOR RECOMMENDATIONS HUD has made$565,000,000 available through the HOPE VI Program to Housing Authorities to replace obsolete housing and assist residents in their self-sufficiency efforts. A maximum of$35,000,000 is available to an individual project and the number of public housing units directly impacts the requested grant amount.The HOPE VI program requires reducing concentrations of very low-income households and creating more livable neighborhoods.Much of the 224-unit Las Deltas public housing is about fifty years old with many physical and operational difficulties that can only be corrected at very high costs. The HOPE VI application contains a housing plan and strategy that was developed directly with North Richmond public housing and community residents. The preferred plan includes a total of 283 units comprised of 123 multifamily rental, 37 for-sale, 63 scattered-site for-sale,and 60 lease-to-own homes.At least 94 of the new units will be reserved for public housing residents and over 85% of all the new units will be available to lower-income households. The North Richmond community also requested additional senior housing and housing specifically designed for the disable, both of which are not fundable by HOPE VI. As such, the plan also details future housing opportunities to be considered if funds become available and if these programs remain a priority in the community. HUD requires applicants to submit letters of support,with a quantified preliminary commitment of resources,to assess project readiness for purposes of funding awards. The project budget indicates a need for around$3 to$3.5 million in local resources to develop the proposed 283 units. The North Richmond Redevelopment Project Area has approximately$650,000 in available housing revenue(inclusive of an $87,000 loan repayment) and may have future bonding capacity for the HOPE VI project. In concept the HOPE VI redevelopment is consistent with the redevelopment housing goals. If the County is successfully awarded HOPE VI funding, each project component will apply for all available local resources(including foundation and state programs)to complete the project.The Las Deltas Project Steering Committee and the North Richmond Municipal Advisory Council will review all redevelopment funding requests to confirm that the project continues to be a priority.and meets the community's needs. HOPE VI grant applications must be submitted by June 22, 2001 and grant awards are anticipated in October 2001.
