SUBJECT: Termination of Alameda-Contra Costa Health Systems Agency
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE termination by mutual agreement effective June 30, 2001 of the
Joint Powers Agreement between Alameda and Contra Costa Counties known as the Alameda-
Contra Costa Health Systems Agency established January 26, 1976.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On January 26, 1976, a Joint Powers Agreement between Alameda and Contra Costa Counties
was enacted to create a health services agency as part of an application submitted to the
Department of Health, Education and Welfare under the National Health Planning and Resources
Development Act of 1974. Since the enabling legislation expired March 1, 1987, there is no
reason for the JPA to continue to exist.
The Agreement specifies that it may be terminated at any time with the agreement of both parties.
Attached is a letter from the Alameda County Auditor-Controller Agency advising of their intent to
seek approval of the Alameda County Board of Supervisors on June 19, 2001 to secure
termination June 30, 2001. Approval of this board order would allow Contra Costa County to do
the same. I

Dear Mr. Sweeten:
I am writing to ask that the Joint Powers Agreement between our Counties, known as the Alameda-
Contra Costa Health Systems Agency be terminated by mutual agreement effective June 30, 2001.
The enabling legislation for this JPA expired March 1, 1987. At this time, the Health Systems Agency
is no longer entitled to funding from the Department of Health and Human Services, so there is no
reason for this JPA to continue to exist.
The JPA agreement specifies that it may be terminated at any time with the agreement of both parties.
If your Board agrees, Alameda County will concur, and we may terminate the JPA without the ninety
day period required if only one party wishes to terminate the JPA.
Please advise me if your Board agrees to terminate the JPA, and with its approval, I will go to our Board
on June 19th to secure termination June 30, 2001
