GILBERT, DIRECTOR OF GENERAL SERVICES r Contra Costa DATE: June 19, 2001 County sy1 <''J SUBJECT: REPLACEMENT OF HVAC SYSTEM AT RICHMOND HEALTH CENTER, 100-38TH STREET, RICHMOND (WH254F) SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION DETERMINE that there is not a need to continue the emergency action taken by the Board on October 3, 2000 pursuant to Public Contract Code Sections 20134 and 22050 to replace the HVAC system at the Richmond Health Center, 100 - 38th Street, Richmond for Health Services. II. FINANCIAL IMPACT Funding will be identified once the scope of work is determined. 1II. BACKGROUND A. On Tuesday, September 19, 2000 the Kathabar dehumidification system at the Richmond Health Center failed, causing Kathene solution and condensation to drip from the ceilings and the HVAC system to be shut down. This resulted in the facility having to close until temporary repairs could be made. B. The existing system was originally installed in 1966 and is an unconventional system which is difficult to maintain and repair, and does not provide adequate ventilation in a significant portion of the building. A complete new modern energy efficient HVAC system needs to be installed since the system can now only operate at 50% capacity and may fail again. C. It will be necessary to relocate all, or at least a portion of, the operations of the facility to temporary space in order to accomplish the work in an efficient manner and to avoid disruption during construction. \ CONTINUED ON ATTACHMENT: X YES SIGNATURE: tr ✓KECOMMENDATION OF COUNTY ADMINISTRATOR _RECOMMENDATION OF BOARD COMMI PROVE OTHER SIGNATURE(S): ACTION OF BOARD Id,B APPROVED AS RECOMMENDED k; _ffffabfi VOJTEE OF SUPERVISORS n UNANIMOUS(ABSENT _ ) AYES: NOES: ABSENTS: ABSTAIN: MEDIA CONTACT: BARTON J.GILBERT(313-7100) CC: General Services Department I HEREBY CERTIFY TH THIS IS A TRUE Architectural Division AND CORRECT COPY AN ACTION TAKEN AND ENTERED ON MINUTES OF THE BOARD Accounting OF SUPERVISOR THE DATE SHOWN. / File: 135-0104/A.5 County Administrator's Office ATTESTED County Counsel WEETEN,SCLOF THE BOARD OF Auditor-Controller 2,61-IN UPERVISORS AND COUNTY ADMINISTRATOR BY DEPUTY H:\2001\1350104\011004045b.doc Page 1 of 2 M382(10/88) REPI,A:EI/, NT OF HVAC SYSTEM AT RICHMOND HEALTH A/D File No.: 135-0104/B.4.1. 'ENTER, 100-38TH STREET, RICHMOND (WH254F) June 19, 2001 D. The replacement of the HVAC system is vital to Health Services' ability to deliver health care and treatment services to their patients, and is therefore necessary for the life, health, welfare, and safety of the citizens who rely on Health Services for critical health care services and medical treatment. E. To reduce the remodeling construction schedule so that the work can be completed before spring, the County Administrator and Health Services recommend a finding that an emergency exists that will not permit the delay resulting from a competitive solicitation for bids, and that Board action is necessary to respond to the emergency. F. Consequently, on October 3, 2000 (Agenda Item D.3), the Board 1) found that an emergency exists, 2) delegated authority to the General Services Director to proceed in the most expeditious manner with the replacement of the defective HVAC system at the Richmond Health Center, 100 — 38th St., Richmond for Health Services, 3) directed the General Services Director to make reports to enable the Board to review the emergency actions and to determine that there is a need to continue the action, and 4) declared that the project, as an emergency, is exempt from the provisions of the California Environmental Quality Act. G. The condition that the Board found to be an emergency on October 3, 2000 continues to exist. Therefore, it is necessary to continue the emergency action previously taken by the Board so that the work can be completed in the shortest time possible. H.
