SUBJECT: LEASE FOR THE HEALTH SERVICES DEPARTMENT
1340 ARNOLD DRIVE, SUITES #200, #226, & #235, MARTINEZ (#WLP431)(CP:01-30)
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE Leases, no sooner than June 1, 2001, with The Cranbrook Group
for the premises at 1340 Arnold Drive, Suite # 200, #226 & # 235, Martinez, California for
occupancy by the Health Services Department under the terms and conditions more particularly set
forth in said leases, and AUTHORIZE the Director of General Services to EXECUTE said Leases
on behalf of the County.
DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 1(a)
Categorical Exemption and DIRECT the Director of Community Development to file a Notice of
Exemption with the County Clerk.
DIRECT the Director of General Services to arrange for the payment of appropriate fees to the
Community Development Department and County Clerk.
II. FINANCIAL IMPACT
Department has budgeted required payments within the department's 2001-2002 budget.
III. REASONS FOR RECOMMENDATION / BACKGROUND
Approval of the leases will provide for:
(1) Suite #200- relocation of Mental Health Administration from 595 Center Avenue. and
consolidation of Mental Health staff from three (3) other locations;
(2) Suite #226 — relocation and consolidation of CCCHP staff from two (2) other locations;
and;
(3) Suite #235 — provision of department computer training facility currently located in temporary
space in Concord.

SUBJECT: Board to APPROVE Leases for Health Services
This is in response to your request for review of the Health Services Department's
budgeted occupancy costs in the FY 01-02 Proposed Budget to determine whether lease
costs identified in this Board Order would increase this line item.
The costs for the proposed leases are fully included in the FY 01-02 Proposed Budget as
detailed below.
• Lease of 1340 Arnold Dr•Suite 200: The annual cost increase of$257,564 for this
lease is included in the Proposed Budget Mental Health Division line item
increase of$434,595. $380,000 (87%) of these costs are revenue offset.
• Lease of 1340 Arnold Dr Suite 226: The cost increase of$51,084 is included in
the Contra Costa Health Plan's Proposed Budget.
• Lease of 1340 Arnold Dr Suite 235: The cost increase of$8,808 is included in the
.Enterprise I Proposed Budget.
