'< Costa FROM: John Cullen, Director W, Employment and Human Services Department 9` — '�Pv�4 County a couxT DATE: May 24, 2001 SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to Contract (#21-029-11) with Ms. Mary Kay Miller in the amount of$62,500 for staff support to the Family and Children's Trust (FACT) and Family and Children's Advisory (FACSAC) Committees for the period from July 1, 2001 through June 30, 2002: SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION- APPROVE and AUTHORIZE the Employment& Human Services Director, or designee, to Contract (#21-029-11) with Ms. Mary Kay Miller in the amount of$62,500 for staff support to the Family and Children's Trust (FACT) and Family and Children's Advisory (FACSAC) Committees for the period from July 1, 2001 through June 30, 2002. FINANCIAL. IMPACT_ $32,500 Employment and Human Services Department Administration; 30% County, 30% State, 40% Federal. $16,234 Child Abuse Prevention, Intervention and "Treatment (CAPIT), AB 1733 Administration Allocation; 100% State. $13,766 Birth Certificate Fund, AB 2994; 100% County. RAC.KGROTINDe Ms. Miller provides technical and staff support services to the Family and Children's Trust (FACT) and the Family and Children's Services Advisory Committees. The significant volume of coordination and communication required for the staffing and functioning of these two volunteer committees necessitates dedicated staff support. Technical expertise is essential to successful complex contract performance review, needs assessment and public bid processes entered into by FACT and FACSAC. FACT administers funds from Child Abuse Prevention Intervention and Treatment (CAPIT) AB 1733; Birth Certificate Fund AB 2994; Ann Adler Family and Children's Trust Fund; Community-Based Family Resource Funds; Child Care Affordability Funds; and, a Zellerbach Foundation grant. Ms. Miller's knowledge of the legislative obligations and responsibilities, community needs, gaps in service and fiscal impact make her invaluable to the committees.
