BARRY, AICP Costa COMMUNITY DEVELOPMENT DIRECTOR i County DATE: JUNE 12, 2001 SUBJECT: BAY POINT REDEVELOPMENT AREA DESIGN GUIDELINES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: As the Governing Board of the Contra Costa County Redevelopment Agency, APPROVE and AUTHORIZE the Deputy Director - Redevelopment to execute a contract with Cannon Design Group in the amount not to exceed $21,000 for the preparation of Design Guidelines for the Bay Point Redevelopment Area. FISCAL IMPACT: No General Fund money will be used on this project. The project costs are included in the 2000/2001 Bay Point Redevelopment Agency budget. BACKGROUND/REASONS FOR RECOMMENDATIONS: The Community Development Depart has initiated an area-wide rezoning for the Bay Point Redevelopment Area. The Design Guidelines are an important component of the proposed Planned-District Rezoning program. The document will incorporate the relevant guidelines already prepared as a part of the Pittsburg/Bay Point BART Station Area Specific Plan. Task 1: Site Reconnaissance Consultant will conduct a physical reconnaissance of the area to identify existing building patterns, scale and site development elements such as landscaping and fencing. Photographs will be taken and inventoried to describe typical and important conditions. Task 2: Regulations Review Consultant will review relevant sections of the County General Plan and Zoning Ordinance that relate to development within the Redevelopment Project Area. Task 3: Staff Consultation Consultant will meet with staff to review current conditions, anticipated changes and special concerns in the Redevelopment Project Area that should be addressed in the design guidelines. Task 4: Preliminary Guidelines Consultant will development preliminary planning and design principles and guidelines for each use to be addressed in the design guidelines document. These elements will be supported by diagrams, drawings and photographs, as appropriate,to clearly convey the intent and substance of the principles and guidelines.These materials will serve as the basis for discussing potential guidelines with staff, the subcommittee of the Redevelopment Project Area Committee and others, as may be appropriate. Residential design guidelines will focus on infill projects, significant horizontal or vertical additions, and site development elements that have an impact on the character of neighborhoods(e.g., landscaping and fencing). In addition, Consultant will suggest public sector improvements to provide a more positive link between use nodes within the Project Area(e.g.,Willow Pass Road and the Marina). Task 5: Preliminary Guidelines Review Consultant will meet with staff and with the appropriate subcommittee of the Redevelopment Project Area Committee and others,as may be appropriate,to discuss the Project Area design conditions and issues and to review the Preliminary Design Guidelines. Up to three meetings will be included in this task. Task 6: Draft Design Guidelines Consultant will prepare an Administrative Draft of the guidelines document for staff review.The document contents and format will be established jointly by the Consultant and staff. For planning and budgeting purposes, it is assumed that the document will contain an Introduction and individual sections on the following: 1 ` • General Guidelines • Commercial Guidelines • Mixed Use Guidelines • Single Family Residential Guidelines • Single Family Residential Guidelines Each section will include site planning, building design, site development and signage guidelines and summaries of intent. Consultant will supply five bound and one camera-ready copy of the document prepared in PageMaker 6.5 format. Following staff review, a Draft Bay Point Redevelopment Project Area Design Guidelines will be prepared to incorporate changes and clarifications. One bound copy for format and binding direction and one camera-ready copy of the document will be supplied. Consultant,as an optional/additional task,will participate in one or more meetings with the Project Area Committee, if requested,during review of the draft document. Task 7: Final Document Consultant will modify the document to incorporate changes and clarifications requested by the County. One camera-ready and a digital file of the document will be provided. Schedule A mutually agreeable work schedule,not to exceed ninety(90)days,will be developed by the Consultant and staff. Compensation All work will be carried out by Larry L. Cannon, President of the Cannon Design Group. Consultant will be compensated for actual hours devoted to the work scope based on Consultant's standard hourly rate of One hundred and twenty dollars($120.00)per hour. Direct expenses incurred to complete the scope of work will be billed at actual cost plus fifteen percent(15%). Total compensation will not exceed twenty-one thousand dollars ($21,000), including all direct expenses, without prior written authorization. Detailed invoices will be submitted monthly for personnel time and expenses. 2 1 BAY POINT REDEVELOPMENT PROJECT AREA DESIGN GUIDELINES BUDGET The following schedule represents an estimate of compensation for each work task. This is for monitoring purposes only. Actual time and expenses may vary from this estimate so long as the total compensation does not exceed$21,000. TASK COMPENSATION Task 1: Site Reconnaissance $2,000 Task 2: Regulations Review $300 Task 3: Staff Consultation $500 Task 4: Preliminary Guidelines $3,200 Task 5: Preliminary Guidelines Review $1,500 Task 6: Draft Design Guidelines $12,500 Task 7: Final Document $1,000 TOTAL $21,000 Optional/Additional Meetings $600 per meeting
