The Board of Supervisors of Contra Costa County, RESOLVES THAT:
This Board on April 10, 2001, passed Resolution of Intention No. 2001/147 and Notice fixing May
8, 2001, at 9 a.m. in its Chambers, County Administration Building, 651 Pine Street, Martinez, California,
as the time and place where it would meet to consummate the purchase of the real property described
therein from Northern California Council for the Community, said property being required for Community
Services Dept. Said Resolution was duly published in the Contra Costa Times in compliance with
Govt. Code Section 6063.
The Board hereby consummates said purchase and approves the Purchase Agreement dated
March 14, 2001, between Northern California For the Community, and the County for Community
Services Department at 1001 S. 57'h Street Richmond, California, and authorizes the Public Works
Director to sign the Purchase Agreement on behalf of the County.
The County Auditor-Controller is hereby DIRECTED to issue a check in favor of Old Republic Title
Company at 3260 Blume Rd. Richmond, CA 94806, Escrow No. 14683-HT, for $ 661,320.77 plus
$143.96/ day after 2/1/01 until the close of escrow for said property for payment to Grantors, upon their
conveying to the County a Deed therefore.

Said Deed, dated 3/15/2001, is hereby ACCEPTED and the Real Property Division is ORDERED
to have it recorded, together with a certified copy of this resolution.
This Board hereby FINDS that there is no substantial evidence that the proposed project will have
a significant effect on the environment, and that it has reviewed and considered the Initial Study and
Negative Declaration together with any comments received during the public review process and this
Board approves its adequacy for California Environmental Quality Act purposes. This Board DIRECTS
the Director of Community Development to file a Notice of Determination and a Certificate of Fee
Exemption: De Minimis Impact Finding with the County Clerk, and DIRECTS the Public Works Director
to arrange for payment of a $25.00 handling fee to the County Clerk for filing and a $25.00 fee to
Community Development for processing of the Notice of Determination and a Certificate of Fee
Exemption. The City of Richmond has determined that the project conforms to the City's General Plan.

III. Reasons for Recommendations and Background:
The site is being leased by Contra Costa County Community Services Department for providing Head
Start and Child Development services in the West County areas of Richmond, North Richmond, San
Pablo, EI Cerrito, and El Sobrante. The site is improved with approximately 102,480 square feet of
classroom, office and administrative space and occupies approximately 2.35 acres of land. The
purpose for this purchase is to provide a permanent site for continuous and uninterrupted operation of
the Head Start and Child Development services. Purchasing this property will reduce annual lease
expenditure by $70,000 per year by canceling the existing lease with Northern California Council for
the Community Inc., which purchased the property in 1997 specifically to allow the County to provide
childcare and development services to low-income families in the general Richmond area.
IV. Consequences of Negative Action:
The Community Services Department could lose the use of facilities that accommodates 9
class rooms and over 180 children.

RESOLUTION OF INTENTION TO PURCHASE REAL PROPERTY
The Board of Supervisors of Contra Costa County RESOLVES THAT:
It intends to purchase from the Northern California Council for the Community, Inc. for the
Community Services Department purposes, the real property described in Exhibit "A" attached hereto,
for$661,320.77 plus $143.96/day, until the close of escrow, in accordance with the terms and conditions
of the Purchase and Sales Agreement between the County of Contra Costa and the Northern California
Council for the Community, Inc., dated March 14, 2001, which is a fair and reasonable price therefor.
A copy of said agreement is on file in the Public Works Department.
This Board will meet on May 8, 2001, at 9:00 a.m. in the Board's Chambers, County
Administration Building, Martinez, California, to consummate this purchase and the Clerk of this Board
is DIRECTED to publish the attached notice in the Contra Costa Times pursuant to Government Code
Section 6063.
The Board hereby FINDS that the project will not have a significant effect on the environment, and
DETERMINES that the project is exempt from the requirements of the California Environmental Quality
Act as a Class 12 Categorical Exemption under County Guidelines and Section 15312 of the State CEQA
Guidelines, and DIRECTS the Director of Community Development to file a notice of Exemption with the
County Clerk and DIRECTS the Public Works Director to arrange for payment of a $25.00 handling fee
to the County Clerk for filing and a $25.00 fee to Community Development for processing of the Notice
of Exemption. This activity has been found to conform to the General Plan of the City of Richmond.
