CONTRA
COSTA
FROM: Supervisor Gayle B. Uilkema ; COUNTY
DATE: May 8, 2001
SUBJECT: UPDATE OF BOARD COMMITTEE APPOINTMENTS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RESOLUTION No. 2001/180 %
RECOMMENDATIONS:
1. APPOINT John Gioia as the Board of Supervisors representative and Gayle B. Uilkema as
the Board's alternate representative on the Community Advisory Committee of the Bay Area
Water Transit.Authority.
2. UPDATE Attachment II to the Board Committee Appointment Roster to reflect these
appointments
3. INDICATE that this RESOLUTION supersedes in its entirety the Resolution 2001/153,
adopted by the Board on April 24, 2001.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
The Bay Area Water Transit Authority was established by SB 428 (Burton-D). The legislation
requires that the Authority create a Community Advisory Committee and a Technical Advisory
Committee. Since Contra Costa County has several locations where a ferry terminal either exists
or is proposed in the Bay Area Water Transit Authority's long-range ferry plan, the Authority
requested that the Board of Supervisors appoint a representative to the Community Advisory
Committee. The Community Advisory Committee is expected to meet periodically until the Bay
Area Water Transit Authority submits its Implementation and Operations Plan to the State
Legislature in December 2002. Exhibit A provides information about the Bay Area Water Transit
Authority and its structure.
Supervisor Gioia has worked on ferry transportation issues in the past, particularly the recent
attempts to extend the Richmond ferry service. Several of the proposed ferry terminal sites under
evaluation of the Authority are in West County, including Richmond, and in my own District.
