Contra l FROM: Mark DeSaulnier -_ Costa DATE: May 22, 2001 s County SUBJECT: Proposed Closure of Mount Diablo Obstetrics Department SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOGNIZE and ACKNOWLEDGE that the closure or move of the obstetric unit located at Mt. Diablo Medical Center to the John Muir Medical Center would be a great loss and inconvenience to the patients of Contra Costa County. DIRECT the Health Services Department to evaluate the possible financial impact of this closure/move on the County's ability to provide health care to patients who might otherwise have used this facility. INVITE John Muir Medical Center to report to the Board on the,proposed closure of the only health care facility of this type in the Concord area which. serves not only Central Contra Costa County but also East Contra Costa County. Mount Diablo Medical Center has a contract with Medical to serve low-income women. ACKNOWLEDGE and evaluate the financial situation of this system. ASK for direction from the State and/or other agencies in seeking remedies to the financial impact that this change could demand. BACKGROUND: After a 1966 voter approved merger, Mt. Diablo Medical Center merged with John Muir Medical Center in Walnut Creek in 1997. Unlike Mt. Diablo Medical Center, John Muir does not have a MediCal contract and only serves MediCal patients in certain trauma related situations. This could serve to be a burden to Central and East County low-income women seeking obstetric care in Contra Costa County. Mt. Diablo's obstetric unit is the only health care facility of this type in the Concord area, which serves both Central and East County. Diablo Medical Center Obstetrics Unit to the John Muir Medical Center. Supervisor DeSaulnier gave the report on the proposal. He also noted that in the Board Order, in the first sentence, background section, the date "1966" should read "1996". He requested that correction be made. Dr. William Walker, Health Services Director, commented on the proposed closure and its probable effects on the County health care system and residents. The Board discussed the issues. Those desiring to speak having been heard, the Board continued their discussion. Supervisor DeSaulnier requested that Dr. Walker advise the Board on the County's relationship with John Muir Medical Center. Dr. Walker informed the Board that the County had a multi- level relationship with the Center. Following discussion, Supervisor DeSaulnier moved staffs recommendations, and requested that the Board of Supervisor's officially take a position in opposition to the proposed closure, and communicate that to the John Muir/Mt. Diablo Systems Board before their meeting on Thursday. Supervisor Glover seconded the motion. The Board continued their discussion. Following that dialogue, the Board voted unanimously to support the motion. Both sides expect the agreement to take effect within 60 to 90 days, assuming it gets required approvals from the state Department of Health Services, California Department of Corporations and federal Health Care Financing Administration,which pays the bills for Medicare and some of the freight on Medi-Cal. "It's all predicated on getting the appropriate approvals," Debley said. We believe it is a violation of the public's trust to eliminate such core services at Mount Diablo. We call on the administration of John Muir/Mount Diablo to keep these services open! Two vitally important events are upcoming. On Thursday, May 24, the John Muir/Mt Diablo Health Systems Board will hold a public meeting discussing the fate of L&D and Pediatric services at Mt.
