SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to AMEND contract (21-727-0) with Michael Lantry Consulting for
project management services and technical consulting increasing the payment
limit from $24,948 by $578,712 to a new payment limit not to exceed $603,660
for the period April 1, 2001 through June 30, 2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
AMEND contract (21-727-0) with Michael Lantry Consulting for project management services
and technical consulting increasing the payment limit from $24,948 by $578,712 to a new
payment limit not to exceed $603,660 for the period April 1, 2001 through June 30, 2002.
FISCAL IMPACT:
County costs will be $94,750, 16% of the amended contract payment limit, increased from a
prior County cost of $4,990. Federal funds will cover $508,910, 84% of the cost of the
amended contract payment limit. The total cost breakdown across projects and funding
shares are as follows:

BACKGROUND:
Michael Lantry Consulting was chosen as a listed vendor on the State's California Materials
and Services (CMAS) vendor list from which public agencies may draw professional
services. The selection was made after interviews with two other vendors on the CMAS
list. Michael Lantry Consulting was selected based on the contractor's experience with
information technology systems in human services agencies. This time and materials
contract will provide technical consultation and management services in support of the
department's Division of Information Technology on specific. automation projects that
include CaIWIN, CWS/CMS, C313IS, CMIPS, EBT, WDTIP, Direct Deposit, and
Administrative Services. Services include reviewing and making recommendations
regarding network topology, desktop configuration, technical standards and policies, and
assisting department staff to implement recommended changes and best practices.
Technical assistance will also be provided in the areas of project ana ent, and where
staff vacancies exist, technical direction.
