(#21-729) in the amount of$150,000 for permanency placement for children in the foster care system, for the period from January 1, 2001 through September 30, 2002. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REC'OMMF.NnED ACTION_ APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with FamiliesFirst, Inc. (#21-729) in the amount of$150,000 to increase permanency placement for children in the foster care system, for the period from January 1, 2001 through September 30, 2002. CHILDREN'S IMPACT STATEMF,NTe This contract supports four of the five Contra Costa County community outcomes: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." The Contractor will develop, implement, and promote an innovative recruitment and retention program. The program will identify, recruit, educate, support and retain potential adoptive parents participating in concurrent planning programs, to increase permanency placement for children now in the foster care system. RAC'KGROITNno The Board authorized acceptance of a three-year grant under the Adoptions Opportunities Program on December 8, 1998 for services through September 2001. Some services were provided until May of 2000, when EHSD elected to transfer services to another community based organization. Accordingly, EHSD issued a public bid later that year(RFI 113) and awarded a contract to FamiliesFirst, Inc. Due to a change in service providers and a corresponding interruption of services, EHSD recently applied for an extension for use of the federal grant funds. This contract allows for a start-up period, 12-months of core operation through approximately June 2002 and time to complete a detailed program evaluation before the end of federal fiscal year 2001-02.
