FISCAL IMPACT No impact on the General Fund. BACKGROUND: The Redevelopment Agency and the County Housing Authority are collaborating to create a project that will address several community issues and needs in the North Richmond community. The project, called the North Richmond Construction Crew (NRCC), will provide comprehensive training and supportive services to eligible at-risk youth and young adults, aged 16 - 24, from North, with a special focus on engaging youth offenders and parolees. The program provides a blend of educational and vocational training to participants. Trainees will be able to establish a solid foundation for successful lives through high quality classroom education, leadership development, supportive services and on-site vocational training activities. All participants will receive classroom basic education skills training, leading to a GED, high school equivalency diploma or AA degree through collaboration with the County Office of Education (COE). In addition, participants will be involved in a specially designed classroom construction skills training element, to be developed and implemented in collaboration with Diablo Valley Community College (DVCC) and the Regional Occupation Program (ROP). When an adequate level of competency in adult basic education and classroom construction skills has been achieved, participants will apply the skills and knowledge they have acquired by participating in the rehabilitation of three or more scattered site housing units owned by the Housing Authority of the County of Contra Costa (HACCC). These units will be sold to lower-income homebuyers at an affordable cost upon completion of the rehabilitation process. Participants will work with skilled trades people in the full range of activities typical of building rehabilitation, including site preparation, installation of on and off-site infrastructure, foundations, framing, drywall, painting, plumbing/heating, electrical, windows/doors/sash, exteriors, finish carpentry, installation of appliances and cabinetry, roofing, concrete work, landscaping, and the like. On-site training will be supervised by DVCC, with mentoring provided by the housing developer. It is anticipated that approximately 40 participants will be enrolled in the program. To keep the classes to a smaller size to ensure success, the program will offer two phases of about 20 participants each over a thirty-month period. We are anticipating. a grant application submittal of approximately $500,000 and additional resources, if needed, would by provided by the various participating collaborative partners. Grant applications are due to the Department of Housing and Urban Development (HUD) by May 30, 2001 and funding determination is expected by the end-of October 2001. A similar grant request was submitted last year but missed funding by one point. HUD staff strongly encouraged a resubmitting the grant application with some minor modifications to strengthen the chances for success this funding round. 1
