Specific Request(S)or Recommendation(S)&Background and Justification I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute contract 438-457-3 with the YMCA of the East Bay in the amount of$48,000 for Early Head Start Program Services for the period from July 1,2001 through June 30,2002. II. FINANCIAL IMPACT: This contract is funded by the Early Head Start Grant Fund. Funding for this contract for the period from July 1, 2001 through June 30,2002 is included in the Community Services Department's FY 2001-02 budget. (Federal Funds) III. CHILDREN'S IMPACT STATEMENT The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School' and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education,nutrition, health, and social services, along with a strong parent involvement focus,to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. An Early Head Start program will allow the County to expand these services to children ages 0 to 3 years. REASONS FOR RECOMMENDATIONS/BACKGROUND: On January 23, 2001, the Board approved the Financial Assistance award from the U.S. Department of Health and Human Services Administration for Children and Families for Early Head Start Grant Funds through December 31,2001. On September 12,2000,the Board approved and authorized submission of the 2001 Early Head Start Grant Application to the U.S. Department of Health and Human Services, Administration for Children and Families (ACF) to continue Early Head Start program services to approximately 204 children and their families for the period from January 1, 2001 through December 31,2001. Approval of this contract with Greater Richmond Social Services Corporation will allow the County Early Head Start program to serve a total of 36 program eligible Early Head Start infants and toddlers, ages zero (0) to three (3) years, in a full day childcare program at a significantly reduced cost.
