BACKGROUND
Contra Costa County is not isolated from the economic, social, energy, transportation and other
trends affecting the region, state, nation and world. If the County's residents and leaders cannot
develop a shared local vision for growth, the result will be a surrender to the worst case scenario
of ad hoc planning, decision by ballot measure and continued conflict among jurisdictions. The
paradox is that only through cooperation at the local level can local autonomy and self-
determination be maintained. If the County cannot speak with one voice as to the future, its
future and that of its jurisdictions will be determined through choices and decisions made at
regional and higher levels.
The Contra Costa County Conference of Mayors has shown leadership in developing a purpose,
focus and request for proposals for the development of a unified future vision for Contra Costa
County. Now that a consultant has been selected, the Conference of Mayors should be supported
financially and by the participation of County leaders.
Attached is further information from the Conference of Mayors on the purpose, need and process
of developing a shared vision.

SUBJECT: Contra Costa:Shaping Our Future Project funding request
The Contra Costa: Shaping Our Future Steering Committee has selected the consultant team of
Fregonese Calthorpe to guide the second phase of our countywide planning effort. Over the past
two years, all of the cities and the county have actively participated in the extensive first phase
of the effort, the Vacant and Underutilized Land Survey, which is complete.
To ensure continued countywide participation and representation, the Steering Committee
representing the cities and county is asking all of the cities and the county to commit 60 cents
per capita in their 2001-2002 budgets to the funding of the project. It is anticipated that the
project will cost approximately $750,000 and the jurisdictions would contribute approximately
5600,000 based on an estimated total countywide population of nearly 1 million. The committee
is actively pursuing state and federal grants to augment local funding.
Attached is a sample proclamation of commitment to participate and contribute to the funding of
this very important planning project. The committee would appreciate prompt action on this
request by your jurisdiction.. Members of the Steering Committee and staff are available to make
presentations regarding the project to your Council or the Board as requested. Please send a copy

Background:
Beginning in the winter of 1998, the Contra Costa Mayors Conference charged the City/County
Re]ations,Committee (CCRC) with a mission to develop a community-based, unified vision, and
implementation strategies to guide the growth and development of Contra Costa County, while
preserving and enhancing the quality of life for all Contra Costans.

The CCRC has been meeting for more than two years with a large Stakeholders Group,
representing a wide variety of interests. In the summer of 1999, we held several meetings to
discuss the growth that is anticipated in Contra Costa and how we can accommodate that growth
while preserving our quality of life. After much lively discussion, we agreed upon a course of
action in two phases: The first was to identify vacant and underutilized land parcels within the
Urban Limit Line countywide. That process has been completed and was presented to the
Stakeholders Group last fall.
Since that meeting, members of the City/County Relations Committee have been working on the
second phase of our effort - probing ways of using this data, exploring methods for engaging the
public, developing strategies that can be implemented to accommodate growth, create
employment, provide affordable housing and yet preserve or improve the quality of life, protect
open space, preserve farm lands and enhance natural habitat.
If there is to be meaningful action on pursuing these worthy aims, there must be a vision created
for what Contra Costa County should be. This vision must deal with and accommodate various
interests throughout the county and it must have grass roots support. In fact, we believe for the
effort to be successful, there must be a constituency pushing for change. This visioning process
has been and is being done in other communities and regions. The basis for this comprehensive
review is outlined in the attached document: Contra Costa: Shaping Our Future.
It is anticipated that through a countywide, cooperative planning effort such as this, we can find
innovative ways to accommodate the anticipated growth in our County while preserving and
enhancing our quality of life. Further, we will do it in a way that is acceptable to Contra Costa as
a whole, satisfying the needs of our diverse constituency, while respecting the individuality of
each city, and without intervention from the region or the state. We believe just such a
collaborative effort is what our voters expect from their elected officials and that now is the time
for it to happen.
In December, the City/County Relations Committee issued a Request for Proposals, based on the
Shaping Our Future document, to prospective consultants to guide this process. The top three
consultant groups made presentations to the Stakeholders Group and the Steering Committee on
March 7, 2001. The final consultant selection was made by the Steering Committee on March
19, 2001. The consultant team selected has done work similar to what is expected here in Utah,
in Minneapolis-St. Paul and in Portland.

MISSION
To develop a community-based, unified vision and implementation strategies to guide the growth
and development of Contra Costa County, while preserving and enhancing the quality of life for
all Contra Costans
THE ISSUES
Over the next 20 years 225,000 more people will reside in Contra Costa County. Currently,
there is no unified vision for accommodating this growth while preserving qualities of life that
distinguish this area from other parts of California.
In fact, the entire system of governance and planning for the future is fragmented among
numerous governmental agencies. Problem identification and solutions advanced are often
focused on one subject area to the exclusion of others. In so doing, there is no examination of
the inter-relatedness of issues. For example, the debate often centers on issues of growth or no
growth without a full examination of the bfher issues that affect quality of life.
Further, there has not been countywide recognition of issues facing older cities whose growth
and development is stymied by poor schools, higher crime rates, older housing stock and
abandoned industrial land.
Our roads are jammed with cars, people commute long distances in order to find affordable
homes and good schools, and residents resist land development adjoining their homes,
particularly those that may look different or bring higher density. Valuable open space land
gives way to more homes.
Historically, the general public has not been engaged in planning for its future. Planning has
been done by local government agencies with opportunity for public review. The current
planning orientation is focused principally on shaping the future land uses within existing or
planned city boundaries with limited view to the larger geographic area.
If we are to collectively shape our future, bold steps are needed to create what we want our
future to be. We must look beyond historic, competitive methods of planning for the future. Of
great importance is the need to involve people in understanding the choices available, the
consequences of those choices and opportunities for cooperative action.

THE OUTCOME
This project will result in a comprehensive vision to guide growth and development that will
occur while maintaining quality of life. Alternative growth scenarios and the consequences of
each will be developed, implementation strategies for the preferred development scenario will be
identified, and a "compact" will be developed among the local agencies committing to action
steps to achieve the future vision.
STEERING COMMITTEE
While this process is to be inclusive, some group must be responsible for selecting project staff,
approving the overall approach to the project, and the recommending of implementation steps to
appropriate local, regional and statewide authorities. It is suggested that each City Council and
the Board of Supervisors appoint up to two of its elected officials (delegate and alternate) to
serve in this capacity. This Steering Committee shall from time-to-time meet with and
collaborate with the "Stakeholder's Group" of the Contra Costa County Mayors Conference on
the progress of work.
PROJECT CONSULTANT
It is anticipated that the work of this effort shall be performed by one or more professional firms
who have strong facilitative skills and expertise in land planning, urban design, transportation,
open space preservation, economics of development, education and the criminal justice system.
Further, proposals will only be solicited from firms that have extensive experience in work with
grass roots community input.
The precise form of work, process, and plan for widespread community involvement, schedule
and final work product will be determined by the Steering Committee after interviewing all
prospects for engagement. The final work plan will be negotiated with the consultant team
chosen as will the professional fee.
PROJECT FUNDING
It is anticipated that grants can be secured from the State or federal government, private
foundations, private sector interests, the county transportation authority and all 19 cities and the
County.

REQUEST FOR PROPOSALS
Contra Costa:Shaping Our Future
The City/County Relations Committee of the Contra Costa Mayors Conference has been
exploring ways of using data, engaging the public, and developing strategies that can be
implemented to accommodate anticipated growth, create employment, provide affordable
housing and yet preserve or improve the quality of life, protect open space, preserve farm lands
and enhance natural habitat.
The Committee believes there must be a vision developed for Contra Costa County's future. This
vision must include and accommodate various interests throughout the county and it must have
grass roots support. A summary of issues and opportunities is outlined in the attached document:
"CotitraCosta: Shaping Our Future".
Purpose
The purpose of this Request for Proposal (RFP) is to solicit proposals from highly qualified firms
that would facilitate development of the mission process and product outlined in "Contra Costa:
Shaping Our Future", including an implementation plan. The challenge will be to develop
general community and political support throughout the process.
Submission Requirements
Twenty-six (26) of the proposals must be received no later than February 5, 2001 at the City
Manager's Office in the City of Walnut Creek, 1666 N. Main Street, Walnut Creek, CA 94598.
You must include one master copy camera ready for reproduction.
Selection Process
1. The City/County Relations Committee of the Contra Costa Mayors Conference will
review and screen proposals and develop a list of Finalists.
2. Finalists will be required to make an evening presentation to a joint meeting of the
"Stakeholders Group" and the Steering Committee which includes elected representatives
of the County and all Contra Costa cities. The presentation will detail their proposed
approach to the project.
3. The Steering Committee will make the final selection.

Other Considerations
Proposals will be evaluated on a variety of factors, including but not limited to:
1. Creative approach to the project
2. Experience in successfully completing visioning projects.
3. Likelihood of implementation being adopted
4. Compatibility of visioning process and implementation plan with the RFQ issued by
ABAG.
5. Time frame; method for civic engagement; developing alternatives and choices; and cost
effectiveness of proposed budget and payment schedule.
Conference for Those Proposing
A meeting has been scheduled for Thursday, January 18, 2001, at 10:00 a.m. in the Walnut
Creek City Council Chambers, 1666 N. Main Street, Walnut Creek, CA 94596. At this session,
representatives of firms interested in making a proposal will have an opportunity to meet with
representatives of the City/County Relations Committee staff to discuss the project and to
