BARRY, AICP Costa COMMUNITY DEVELOPMENT DIRECTOR a` County DATE: May 1, 2001 SUBJECT: REPORT SHOWING POSSIBLE SCENARIOS FOR REDISTRICTING THE COUNTY SUPERVISORIAL DISTRICT BOUNDARIES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS DIRECT Community Development staff to perform the following activities to facilitate the required redistricting of Contra Costa County Supervisorial District boundaries- 1 Direct Community Development staff to prepare alterations to the six scenarios, and/or 2. Direct Community Development staff to prepare additional scenarios based on Board's recommendations. FISCAL IMPACT No additional impact beyond those specified on the April 24, 2001 board order concerning redistricting of the County supervisorial boundaries. BACKGROUND/REASONS FOR RECOMMENDATIONS On April 24, 2001 the Board directed Community Development staff to return with scenarios concerning possible new supervisorial boundaries and populations with these boundaries based on the 2000 census. These scenarios are to be presented at public meetings held within each district as a starting point for discussion of redistricting possibilities. Dennis Barry, Community Development Director, informed the Board that Linda Moulton, also of the Community Development Department, would present the staff report and recommendations. Present were John Sweeten, County Administrator, and Silvano Marches], County Counsel. Following Ms. Moulton's report, Supervisor Uilkema suggested modifying the recommendations to include: That each of the cities receive today's proposed scenarios, that the Board consider the alternative scenario she offered today, and that the modified public hearing schedule be made at available for the public, and put on the County website. Dennis Barry advised the Board that in addition to the website, staff would request Contra Costa Television to run the meeting schedule with their public announcements. The Board discussed the matter. Ms. Moulton advised the Board that Scenario 6, distributed today, is a revised version. Public comment was opened, no one appeared to speak. The Board continued their dialogue. Supervisor Gerber informed the Board that she would like Scenario 5 eliminated from consideration because it splits Walnut Creek. She reminded the Board that staff was previously directed to prepare a scenario that kept all of the cities and jurisdictions intact in one supervisorial district. If staff prepared Scenarios 1 and 6, with all of Bay Point in District 5, there would be two additional scenarios to review. Supervisor Gerber suggested that Scenario 5 be eliminated since it splits one supervisorial district. Supervisor Uilkema proposed that when the public meetings were held, she would like to include Scenario 4A. The Board continued their discussions. Supervisor Glover noted that he would like a scenario that would allow far East County cities and jurisdictions to be included in District 5. Dennis Barry clarified that there are two ways of accomplishing that, start with including East County in District 5, work westward until the average population is reached. That would mean having the City of Pittsburg and Bay Point shift to District 4. The other scenario would be to include them, put less of Bay Point out of the district, and end up with an imbalance in terms of population. Supervisor Uilkema recognized that there was two additional scenarios, numbers 8 and 9. Supervisor Gioia clarified that at the previous Board meeting it was determined County Counsel was going to complete a memo regarding the perimeters of redistricting issues and that memo would be available for the public hearings. Mr. Marchesi confirmed that was correct. The Chair then moved to adopt the recommendations as modified, which offered Scenarios lA,4A, 6A and the two new scenarios proposed by Supervisor Glover(regarding District 5); that the cities be notified of the new public hearing schedule; that CCTV televise the schedules; that this matter be announced to the Mayor's Conference, and they be invited to make written comments; and to invite comments from the cities. Supervisor DeSaulnier reminded the Chair that the number totals and other pertinent information 1 would be made available on the County's website. The Chair acknowledged that was included in the motion. Gioia seconded the motion. Supervisor Uilkema was then reminded that as part of the motion, it was agreed to keep the cities intact. Supervisor Gioia moved the motion as previously stated by Uilkema, including keeping the cities intact. Supervisor Glover seconded. Following further Board discussion, Supervisor Gerber requested deleting Scenario 5 as an amendment to the motion. Supervisor Gioia did not accept the amendment. The six scenarios plus any Board directed alternatives will be presented to the public at meetings held between May 9 and May 21, 2001 and staff plans on returning to the Board by June 5, 2001. Report showing possible scenarios for redistricting May 1,2001 Page 2 BACKGROUND/REASONS FOR RECOMMENDATIONS CONTINUED Staff has developed six scenarios and has tried to keep cities and places within one district where possible and has also tried to keep geographical areas together. However, because of the rapid growth in supervisorial district 5, there will have to be some major shifts in some district boundaries. The total population for each district in each of the six scenarios is shown below. Attached as Exhibits 1 through 6 are detailed lists of the cities and places within each district for each scenario and accompanying maps.
