FISCAL IMPACT No impact on the General Fund. The Metropolitan Transportation Commission (MTC) and the City of Richmond financed the conceptual plan process. Implementation funding will be provided by MTC, the Redevelopment Agency, the City, and other available local and state resources. BACKGROUND County staff has been involved in a collaborative process with the City of Richmond and Supervisor District 1 staff and North Richmond community residents to prepare a transportation and urban design plan for both the City and County portions of North Richmond. The consultant is completing the conceptual plan that recommends dramatic changes to 3`d and Filbert Streets and several other streets in the community. In general, the conceptual plan includes creation of a center median with parking and passive community use along 3`d Street (Chesley to Grove Avenue), widening of sidewalks, pedestrian scale lighting, and streetscape landscaping and public facilities (benches, trash cans, bus shelters). Upon acceptance of the conceptual plan, City and County staff will begin the implementation process, including refinement of the Phase I cost estimates, identification of financial resources, plan changes (if necessary)to confine to available revenue, and design and construction of the improvements. Another key implementation activity is determining the cost for maintenance and gaining community approval for creating a lighting and landscaping district (in accordance with Proposition 218) to provide for the long-term maintenance of the improvements. The County received a MTC implementation grant of $515,000 for the construction of improvements along 3rd Street and Market Avenue. The contract for construction of these improvements must be entered into by September 2002. However, given the delay in construction to the lengthy process of creating the conceptual plan, County staff will be requesting an extension from MTC. Even with a time extension, it is imperative that the implementation process be initiated to ensure that the MTC granted funds are used in North Richmond.
