RECOMMENDATION Declare as surplus and authorize the Purchasing Agent to dispose of equipment and vehicles as specifically set forth below. II. BACKGROUND Section 1108-2.212 of the County Ordinance Code authorizes the Purchasing Agent to dispose of any personal property belonging to Contra Costa County and found by the Board of Supervisors not to be further required for public use. SUBJECT: Transfer of East Diablo Fire Protection District Surplus Equipment SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Board Order transferring surplus Vehicle 524, (1980 Boston Whaler) from East Diablo Fire Protection District to the Town of Discovery Bay. FINANCIAL IMPACT: None, as the boat was originally donated to East Diablo F.P.D. REASONS AND RECOMMENDATIONS/BACKGROUND: The boat was originally owned by the Byron Fire Protection District, whereby Discovery Bay was within the jurisdiction of that District. The boat was purchased with funds collected from barbecues and donations from the Discovery Bay area. To the best of the District's knowledge, no County funds were utilized to purchase this boat. The following is a chronology of actions regarding this equipment: 1. On October 4, 2000, County Fleet Services was contacted by the District, and was advised that no other County Department was in need of this boat. 2. On February 25, 2000, the Town of Discovery Bay submitted a letter of request for the boat. 3. At their regular meeting of February 8, 2000, the District's Fire Advisory Commission unanimously voted to surplus this equipment. It is my recommendation to give the boat to the Town of Discovery Bay, as they could utilize the boat in their town activities. ADVISORY COMMISSION MEETING February 8, 2000 - Administration Building MINUTES Call to Order: The regular meeting of the East Diablo Fire Advisory Commission was called to order at 6:05 p.m. by Chairperson LaFond. Present: Chief Hein, Commissioners Doran, Gursky, Herrick, LaFond, Miraglio and Morgan were in attendance. Minutes: The Commission approved the minutes for January 2000, as submitted. Correspondence: None. Public Comment: None. New Business: The order of business was changed by Chairperson LaFond, in that, the Commission discussed "New Business" before attending to "Old Business". The nominations for the Commission's Chairperson (2000) were opened. Commissioner Miraglio moved to nominate Leslie LaFond for the Chairperson's position. The motion was seconded and unanimously carried. Nominations were then closed with Commissioner LaFond reelected for the Chairperson's position. Chief Hein advised the Commission the District was going to surplus the Boston Whaler (524) and the American LaFrance (514). Both pieces of apparatus are no longer needed or utilized. Commissioner Gursky moved to surplus the above- mentioned equipment. The motion was seconded by Commissioner Herrick and carried unanimously. Old Business: The monthly expenditure report and District Incident statistics (1999 annual report and January 2000) were reviewed by the Commission, without question or comment. East Diablo Fire Protection District Advisory Commission Meeting February 8, 2000 Page 2 I There was a brief discussion regarding the needed repairs at the various fire stations. Chief Hein advised the Commission that necessary repairs were occurring, or were in the planning stages for repair. It was reported the District had ordered the outside ring-down telephone to be reestablished at Station 54. Chief's Comments: None. Commission Comments: The Commission had a brief discussion with regards to sending Supervisor Canciamilla another letter indicating the Commission's position on the ownership of the proposed Station 52, and perhaps, requesting his direction to proceed with the Station 52 project. However, upon further discussion, the Commission concluded to reserve taking any further action regarding the Station 52 project. At your earliest convenience, would you please take the necessary action required to dispose of the District's surplus equipment as follows: Boat 524 - 1980 Boston Whaler Engine 514 - 1962 American La France This is the second approach to surplus Engine 514. 1 have enclosed the original DMV ownership paperwork for Engine 514. I have received a verbal inquiry from the town of Discovery Bay, indicating an interest in purchasing the District's boat. To date I have not received Discovery Bay's written request to support their inquiry. However, should I receive their written request, 1 will forward that correspondence to you. In the event they do not wish to make a proposal for the boat, I will forward the boat's DMV data to you. Lastly, I have enclosed a copy of the East Diablo Fire Commissioner's meeting minutes approving disposal of the equipment. ADVISORY COMMISSION MEETING June 13, 2000 - Administration Building Part One of Two MINUTES Call to Order: The regular meeting of the East Diablo Fire Advisory Commission was called to order at 6:01 p.m. by Chairperson LaFond. Present: Chief Hein, Commissioners Doran, Gursky, Herrick, LaFond, Miraglio and Morgan were in attendance. Flag Salute: Chairperson LaFond led the flag salute. Minutes: The Commission approved the minutes from the May 09, 2000, meeting with additions from Commissioner Miraglio. Correspondence: The Commission approved the draft letter to the Oakley Fire Commission, as submitted. Public Comment: None. Old Business: Commissioner Miraglio reported the District's financial status appears to be in a positive standing, and the budget process is progressing in an appropriate manner. The Commission reviewed the District's monthly incidents report without comment. The Commission discussed the proposed Station 59 and, to date, there is no new information regarding the proposed station. There was a brief discussion with regards to the progress of purchasing the apparatus for that station. The Commission discussed the proposed Station 52, and the suggested modifications have been forwarded to the project manager. The station's plans are being circulated at this time. East Diablo Fire Protection District Advisory Commission Meeting June 13, 2000, Part One of Two Page 2 New Business: The Ad-Hoc Committee gave a summary of what has occurred to date. The Commission was advised they were invited to a meeting which was to occur at 7:30 p.m. this evening. Use of the District's Volunteers was discussed. Commissioner LaFond asked the number of times, in the past year, had the Volunteers been summoned to incidents. Chief Hein advised, at his best estimate, approximately 12 times. The Commission discussed the invoice from Loving and Campos regarding their previously-scheduled meeting. Commissioner LaFond is going to handle this issue. The Commission voted unanimously to surplus the District's Water Tender#531 (1969 Ford). The other items A, D, E, F, and I, were carried over to the second-half of this meeting; which will occur on June 26, 2000, at 6:00 p.m. at the District Administration Building. Chief's Comments: None. Commission Comments: None. Mr. Koehne, requested the Fire District (County) give the boat to the town of Discovery Bay, as they could utilize the boat in their town activities. The boat was originally owned by the Byron Fire Protection District, whereby Discovery Bay was within the jurisdiction of that District. The boat was purchased with funds collected from barbecues and donations from the Discovery Bay area. To the best of my knowledge, no County funds were utilized to purchase this vessel. It would be my recommendation to give the boat to the town of Discovery Bay at no cost. Supervisor Canciamilla's office also indicated approval of giving the boat to the town. At a recent Town of Discovery Bay Board Meeting, the Board discussed this issue and asked me to look into obtaining this boat for the Town of Discovery Bay District. At this point, I'm not sure if this is all you need in getting the process started for the Town of Discovery Bay to receive the fireboat. Please get back to me as to when your district may have the boat ready for delivery, and we can make arrangements to pick it up.
