Financial Impact: Staff time involved in the project design and construction and grant administration, as local match for the grant and facilities outlined in the scope of work as grant match. III. Reasons for Recommendations and Background: The area known as the Strentzel Lane neighborhood, located just south of the Martinez City limits in Contra Costa County, lies in the path of flows from a sub-watershed of Alhambra Creek known locally as the "Strain Watershed". Sediment-laden water flows from the sub-watershed, across Alhambra Valley Road, through the Strentzel Lane neighborhood, and eventually finds its way into Alhambra Creek. The residents have been inconvenienced for extended periods due to difficult access to their homes from the flooding. The County has spent considerable funds on debris cleanup along Sheridan Lane due to flooding following heavy rains. The County and Flood Control District have spent considerable staff time addressing this problem in the past. In September 1999, the County, Friends of Alhambra Creek (FAC), Alhambra Creek Watershed Planning Group, Alhambra Creek Improvement Association, Contra Costa County Resource Conservation District, National Park Service, City of Martinez, and local residents applied for a State Water Resources Control Board Section 319(h) grant to improve the drainage in the Strentzel Lane neighborhood. The State Water Resources Control Board approved a grant in February 2001 for sediment reduction and erosion control. Friends of Alhambra Creek is the lead agency for this project. The County is involved as a partner by providing the expertise on design, construction, engineering, and coordination issues. In addition, the County will cover the cost of construction of a storm drain along and across Alhambra Valley Road. FAC was originally slated to receive the grant money. However, since FAC has no financial base, the County will act as the grant administrator. The grant will be used to construct improvements that will reduce erosion and the amount of sediment entering Alhambra Creek. The National Park Service is interested in protecting and enhancing the John Muir gravesite property and is willing to provide right of way for drainage improvements which will alleviate the flooding on Sheridan Lane. There is some opposition to the project from residents whose properties are located immediately downstream of the proposed outfall structure. Their concern is that the project will worsen the already existing erosion problem along Alhambra Creek. Public meetings have been held to discuss the current situation with erosion and find ways to solve it. County and FAC offered assistance with future grants to improve the creek banks along those properties. During the public meetings, the County discussed the Stream Management Pilot Program for Landowners (SMPPL) with the residents. The SMPPL program provides education and assistance to landowners within the unincorporated area who request help in addressing problems with privately owned streams on their property. The County discussed the residents' objections with County Council. County Council responded that the County has a strong case in moving ahead with this project. SUBJECT: APPROVE AND AUTHORIZE PUBLIC WORKS DIRECTOR OF THE CONTRA COSTA COUNTY PUBLIC WORKS DEPARTMENT TO EXECUTE AGREEMENT WITH THE STATE WATER RESOURCES CONTROL BOARD FOR THE STRENZEL LAND EROSION AND SEDIMENT REDUCTION PROJECT DATE: MAY 1, 2001 PAGE 3 Attached is an Agreement that must be signed to allow the grant money to be spent. CEQA and NEPA must also be done as part of the project. IV. Consequences of Negative Action: If the County does not participate, the grant money will be lost and the project will not be built. NOW THEREFORE BE IT RESOLVED, by the Contra Costa County Board of Supervisors as the governing body of the Contra Costa County Public Works Department, that the agreement with the State Water Resources Control Board for the Strenzel Lane Erosion and Sediment Reduction Project has been CONSIDERED and is hereby APPROVED and the Chair of the Board of Supervisors hereby authorizes the Public Works Director to EXECUTE said agreement on behalf of the District.
