SUBJECT: Approval of Contract Amendment Agreement #24-925-5 with
Lincoln Child Center
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Donna Wigand, LCSW) to execute on behalf of the County, Contract
Amendment Agreement #24-925-5 with Lincoln Child Center, effective
July 1, 2000, to reform Contract #24-925-4 to remedy the mutual
mistake of the parties, to include services for non-Medi-Cal
eligible students from the Mt . Diablo Unified School District . This
Contract Amendment Agreement will increase the Contract Payment
Limit by $20, 000 from $308, 146 to a new total Contract Payment Limit
of $328, 146, and includes a six-month automatic extension through
December 31, 2001 in an amount not to exceed $164, 073 .
FISCAL IMPACT•
This Contract is funded 48 . 4% by Federal FFP Medi-Cal Funds, 45 . 5%
by State EPSDT Funds, and 6 . 1% by Mt . Diablo Unified School District
Funds . No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On August 1, 2000, the Board of Supervisors approved Contract
#24-925-4 , with Lincoln Child Center, for the period from July 1,
2000 through June 30, 2001 for the provision of school based mental
health services for Medi-Cal eligible children and families enrolled
in the Early and Periodic Screening, Diagnosis, and Treatment
(EPSDT) Program.
It was the intent of the parties that the Contractor would also
provide school-based mental health services to non-Medi-Cal students
of the Mt . Diablo Unified School District as specified in County' s
Agreement #29-510 with the Mt . Diablo Unified School District . Due
to an administrative oversight on the part of the County and the
Contractor, these services were inadvertently left out of Contract
#24-925-4 .
Since July 1, 2000, the Contractor has, in good faith, provided
services to non-Medi-Cal students of the Mt . Diablo Unified School
District . -Approval of Contract Amendment Agreement #24-925-5 will
reform the Contract to make the formal Contract consistent with the
oral agreement which was negotiated with the Contractor.

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR
CONTRACT AMENDMENT—Lincoln Child Center,
The Options Program, Contract 24-925
STATEMENT OF NEED FOR RETROACTIVE CONTRACT
Contra Costa Children's Mental Health contracts with Lincoln Child Center to provide the Options
Program at Highlands Elementary School, Stoneman Elementary School, and Shore Acres
Elementary School, in Bay Point. The focus of the Options Program is to keep kids in public school
placement in their home community. The Options Program works to provide mental health support
and consultation to the school, family, and school district in an effort to maintain troubled
youngsters in their home school. The program is funded with Federal Medi-Cal and State EPSDT
funds and with $20,000 per year in incoming funds from Mt. Diablo Unified School District
(reference incoming funds contract number 29-510) for services provided to non-Medi-Cal eligible
children at the Shore Acres site. Due to administrative oversight, the incoming school district funds
were not linked to the novated contract#24-925.
Therefore, retroactive approval of this request for contract amendment from 7/1/00 is required to
cover the service activities of the contractor and to provide a mechanism for payment to the
contractor of funds paid by the school district to the Mental Health Division for that purpose.
Approval of this request for retroactive contract amendment will result in a total payment limit of
$328,146. This contract is funded by Federal MediCal (FFP), State EPSDT and Mt. Diablo Unified
School District funds.

BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive contract amendment will allow for the contractor to provide services to
non-MediCal eligible children, as originally intended and arranged for with Mt. Diablo Unified
School District. Additionally, the efforts made by this Program assist in reducing the youngster's
involvement with other agencies in the County, including Juvenile Probation, Children's Services,
and in some cases, the services at Contra Costa Mental Health's Psychiatric Emergency Services,
located at the Regional Medical Center. Participation in the Program may also prevent
hospitalization. As a result, significant benefit is derived by the community while affording the
County the opportunity to manage the cost.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Children's Program Chief who is granted this
authority by the Mental Health Director, pursuant to the California Welfare and Institutions Code,
under the Bronzon-McCorquodale Act, W&I Section 5608.
