DATE: May 1, 2001 PAGE: 2 II. Financial Impact: No impact to County General fund. III. Reasons for Recommendations and Background: In 1978, a procedure was recommended by the Mayors Conference and adopted by the County Board of Supervisors to ensure countywide consensus in allocating the Transportation Development Act (TDA), Article 3 funds for bicycle and pedestrian projects. In 1991, the Metropolitan Transportation Commission (MTC) required TDA applicants to have the proposed projects reviewed by a city or countywide bicycle advisory committee. The cities and the County were solicited for projects in November 2000. The proposed projects were reviewed by a city's bicycle advisory committee or by the Countywide Bicycle Advisory Committee (CBAC) in December and their input was incorporated into the final applications submitted at the end of December 2000. We estimated an original bid target of$575,000 from MTC in October 2000. Ten applications were submitted totaling $ 803,190. The proposed projects were field reviewed by a committee made up of the City County Engineering Advisory Committee's TDA Subcommittee and a CBAC Subcommittee. The Field Review Committee developed a recommendation on funding and set priorities for additional funds if they were to become available. The TDA Subcommittee forwarded the recommendation to the City County Engineering Advisory Committee (CCEAC) for their consideration and approval. The CCEAC approved the funding recommendation at their February 2, 2001 meeting and forwarded it to the Mayors Conference. The Mayors Conference heard and approved the recommendation at their April 5, 2001 meeting. CCEAC now requests that the Board of Supervisors approve the following funding recommendation for the 2001/2002 TDA, Article 3 funds and forward it to MTC for final approval and funding allocation. MTC released the final bid target for TDA, Article 3 funding in March 2001. More money than originally estimated is available and excess funds have been allocated per the priority recommendation approved by CCEAC and the Mayors Conference. The remaining balance will be carried over to next years allocation. The final recommendation will be dependent upon the actual amount available. The following priority was given to allocate additional funding. 1. Additional funds to the Health Services program up to ,328,990. (Program is eligible to receive up to 5% of available funds.) 2. Additional funds for the Pacheco Blvd. Project up to a total of$68,000. X indicates full funding. Y indicates partial funding. DATE: May 1, 2001 PAGE: 4 The Field Review Committee offers the following reasoning for the recommendation 1. Bicycle Safety Education Program Amount Requested: $28,990 The Committee is very supportive of the efforts of this program and recommends funding up to the 5% allowed by TDA which is $28,750. If more than $575,000 is allocated to the county, this program is first priority for receiving additional funding up to the amount requested of $28,990. 2. Bicycle Transportation Map of the East Bay Amount Requested: $15,000 The Committee recommends full funding for this project. The map is a good resource to people trying to get around in the county on a bicycle. 3. Pomona Street Bike Lanes & Sidewalk — Phase 1 Amount Requested: $217,000 The Committee recommends no funding for this project. The Committee was supportive of the project to provide a walkway from the neighborhood to the school. However, the proposed project appears to be quite expensive. The Committee recommends looking at more cost- effective solutions regarding the retaining wall. 4. Castro Ranch Road Bike Lanes Amount Requested: $68,500 The Committee recommends full funding for this project. The Committee was supportive of projects to improve Castro Ranch Road for bicyclists. 5. Bicycle Parking Facility at EI Cerrito Plaza BART'Station Amount Requested: $107,700 The Committee recommends full funding for this project. It is an integral part of a larger project to improve bicycle access and parking at the BART station. 6. Reliez Valley Road Walkway Amount Requested: $120,000 The Committee recommends full funding for this project. This project will help close the gap in the walkway along Reliez Valley Road and provide a continuous path from Martinez to Layfayette. 7. Pacheco Boulevard Bike Lane and Sidewalk Amount Requested: $68,000 The Committee recommends $60,000 to partially fund this project. The Committee supports this sidewalk gap closure project on a major arterial that will enhance access to an elementary school. If more than $575,000 is allocated to the county, this project is second priority for receiving additional funding up to the amount requested of $68,000. 8. Wharf Drive/Pacifica Avenue Pedestrian Path Amount Requested: $72,000 The Committee recommends full funding for this project. The Committee was supportive of the project to provide a walkway from the neighborhood to the school. DATE: May 1, 2001 PAGE: 5 9. Harbor Street South Bike Lane Amount Requested: $56,000 The Committee recommends $51,000 to partially fund this project. The Committee was supportive of the project to provide a bike lane along Harbor Street. During the field review, the City revised their plan and decided to install a Class 3 bike lane on a portion of the project limits. Since this change would require less striping, their original request for $56,000 was reduced by $5,000 to account for the striping that is no longer needed. 10.W. 18th Street Pedestrian/Bicycle Improvements Amount Requested: $50,000 The Committee recommends full funding for this project. The Committee was supportive of the project to provide pedestrian and bicycle improvements from the neighborhood to the schools.
