SUBJECT: APPROVE AND AUTHORIZE A CONSULTING SERVICES AGREEMENT WITH
CONSOLIDATED ENGINEERING FOR THE JUVENILE HALL ADDITION AND FAMILY LAW
CONSTRUCTION PROJECTS (WH228F &WH40813)

1• APPROVE and AUTHORIZE the County Administrator, or designee, to execute a Consulting Services
Agreement with Consolidated Engineering for a not-to-exceed payment limit of $101,952 for testing and
inspection services at the Juvenile(Hall Addition and Family Law Center construction projects.

2. APPROVE and AUTHORIZE the County Administrator, or designee, to issue written authorizations for
extra work to the above referenced contract, provided that the cumulative cost for all such authorizations
does not exceed $25,000.
FINANCIAL IMPACT:

The testing and inspection contract will:not result in a financial impact to the County. These services budgeted
for each project. 1
BACKGROUND:
On March 9, 2001 O'Brien Kreitzberg, acting as agent for Contra Costa County, issued a Request for Proposal
to nine construction testing and inspection firms inviting technical and price proposals for the subject contract.
Four of the nine firms were small businesses, and two of the nine firms were either minority or women owned
businesses. Six firms submitted technical and price proposals in response to the RFP.
The Request for Proposals included a project description, the scope of service, technical proposal
requirements, bid forms, a sample contract, and consultant selection criteria. Firms had to provide sufficient
information with the technical proposal to demonstrate minimum qualifications in the following areas: (1)
Evidence of Business Entity, (2) Ability to Meet Contract Schedule for Both Projects (3) Sufficient Personnel
and Equipment to Complete Projects (4) Proof of Insurance Meeting Minimum Requirements of Solicitation (5)
Professional Competency and Ability to Perform Services Through Evaluation of Past Performance.

To be eligible for a contract award the firm had to be technically acceptable in all five elements. Firms with
unacceptable technical proposals were eliminated from further consideration. The solicitation stated that the
County would award a single contact forlbothprojects to the firm with the lowest priced technically acceptable
and responsive proposal. Consolidated Engineering submitted the lowest priced responsive proposal out of
the four technically acceptable firms. The unit rates and lump sum price were competitive and within the
budgets established for both projects.
