Project for the homeless, mentally ill.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION

I. RECOMMENDATIONS:
A. Approve and authorize the Director of Health Services Department or his designee to execute and
transmit an application along with the necessary certifications and assurances to the State of California
Department of Mental Health for Supportive Housing Initiative Act (SHIA) funding to support the Health,
Housing and Integrated Service Network (HHISN) program beginning FY 2001 -2003.
B. Authorize the Director of Health Services Department or his designee, if awarded funding, to accept up to.
$1,934,475 in SHIA funding and enter into contract with the State of California Department of Mental
Health to perform all responsibilities in relation to receipt of the funding and contracted provisions for the
operation of the HHISN program.
II. FISCAL IMPACT:
The $1,934,475 requested in SHIA funding is necessary for the enrichment and expansion of the HHISN
project in West, Central, and East County. The receipt of funding will increase staffing for both the County
Homeless Program and the County',Division of Mental Health by 1.5 FTE. An additional 25 homeless,
mentally disabled persons will be housed under this program and provided supportive services. The
progressive match requirements for the three-year grant period will be met with both in-kind and cash match
from partners of the collaborative. No additional county funds are required.
III. BACKGROUND:
The County Homeless Program, in collaboration with the County Department of Mental Health, non-profit
service and housing providers that include Mental Health Consumer Concerns, Phoenix Programs, Rubicon
Programs, and SHELTER, Inc., seeks to secure funding to expand housing and enrich supportive services to
homeless, mentally disabled Contra'Costa residents in accordance with the high priority permanent
supportive housing was given in the Continuum of Care Gaps Analysis 2000.
The HHISN project is a six-year old public-private partnership initiated by the Corporation for Supportive
Housing (CSH) to respond to the needs of people who are seriously mentally ill and homeless or at risk of
becoming homeless. Contra Costa County's HHISN began in West County in 1998 serving 50 single adults.
Services were created in Central County in 1999 serving 50 persons. If this proposal is funded, HHISN will
further expand the program to include 15 additional people in East County.
HHISN has a solid track record of providing supportive services linked to permanent affordable housing that
assists homeless people to achieve housing stability, access to health care and mental health services, and
greater self-determination. The services are designed to offer chronically homeless people an opportunity to
improve their health, well-being, and 'quality of life while addressing and resolving issues that have contributed
to their housing instability.
