BACKGROUND: Once a year the Alcohol and other Drugs Advisory Board of Contra' Costa County acknowledges both volunteer and non-volunteer individuals and groups that have significantly contributed towards reducing substance abuse in Contra Costa communities. As a staff for the Asian Pacific Psychological Services, she demonstrated concern about the alarming trend of substance abuse among Asian youth. Bouakhay volunteers a significant number of hours to assist the youth and their families and through her help, many youth have made positive changes in their lives, improved their grade point averages, school attendance, maintained sobriety and part time employment. NON-VOLUNTEER INDIVIDUAL ♦Countywide—Chair of Board of Supervisors Suzzette Johnson has been extremely active in the field of substance abuse treatment. She is currently the Program Manager for the Contra Costa County's Born Free Perinatal Substance Abuse Program which provides services to pregnant and parenting women. Suzzette Johnson has been a very powerful force in encouraging and guiding substance abuse counselors, parenting counselors, childcare staff, and clerical support staff to be understanding of the needs of their clients. She makes a difference by extending her caring concern to those in the community who need support and guidance towards a healthy living. VOLUNTEER INDIVIDUAL *District III-Supervisor Donna Gerber Cindy Wheeler- As a member of CASA (Communities Against Substance Abuse) and a founding member of the San Ramon Valley Advisory Committee on Youth Safety and Development, Cindy's latest achievements was her involvement with the implementation of the "Every 15 Minutes" Program at San Ramon Valley High School. Approximately 2000 parents and students attended the two-day event which was well-organized and over 100 community members were involved in the planning and realization of the event intended to raise awareness about the consequences of drunk driving. NON-VOLUNTEER GROUP *District I-Supervisor John Gioia Lee Delima and Sheree Howe (Counselors) TriCities Discovery Program is a County operated program located in Pinole that provides treatment and prevention services to youth and their families. A significant increase in the number of youth clients is a result of the energy and dedication of Lee and Sheree. These two substance abuse counselors have provided school-based services in West Contra Costa School District for many years, opening the door for early identification of high-risk youth referred for individual, group and family counseling. One of the positive outcomes of Lee and Sheree's work is evident in the drug test results of youth treatment clients, 85% urine tests are negative and the increasing demand for service requests from school counselors, probation officers, and parents. NON-VOLUNTEER GROUP *District V-Supervisor Federal Glover "Every Fifteen Minutes"Deer Valley High School Planning Group- Tracy Purdy and Cheryl Domenichelli (Teachers), Fatima M. Matal Sol (Student), and Lois Halls (Counselor). Working very diligently for the past year, a team comprised of two teachers, a high school student and a counselor were instrumental in bringing the "Every 15 Minutes" Program at Deer Valley High School in Antioch which educates high school juniors and seniors about the consequences of drinking and driving, alcohol and use, and the social/economical impact in their families and the community. The group was effective at bringing together local agencies parents and students to work collaboratively. ALCOHOL AND OTHER DRUGS ADVISORY BOARD OF CCC Board Order Request, May 2, 2001 PEOPLE WHO MAKE A DIFFERENCE AWARDS ■ Page 3 of 3 ♦CERTIFICATES OF RECOGNITION♦ LEADERSHIP IN SERVICE COLLABORATION AWARD ♦ Countywide-Chair of Board of Supervisors Danna Fabella is the Director of the Child and Family Services for the Employment and Human Services in Contra Costa County. Danna has demonstrated a real commitment to improving the lives of families with substance abuse problems, by increasing the understanding of the devastating effects of substance abuse problems within the Child and Family Services Department staff. Dana's leadership and support has built a strong collaboration between Child and Family Services (CFS) and Community Substance Abuse Services (CSAS. The main accomplishments of the collaboration are the development of a policy that recognizes substance abuse as a chronic illness, an MOU that provides the framework for bridging the gap between the staff of both departments which includes consistent staff cross training in substance abuse and child development issues. LEADERSHIP IN RECOVERY AWARD ♦ District IV-Supervisor Mark DeSaulnier Ken Newman has demonstrated to be a strong leader in P.I.R.A (Partners In Recovery Alliance) and New Connections alumni activities. Ken Newman involvement with P.I.R.A has definitely made a difference in raising awareness, influencing public policy and supporting individuals in recovery. Ken's enthusiasm and leadership has inspired P.I.R.A's success. COMMUNITY YOUTH LEADERSHIP AWARD ♦ District V-Supervisor Federal Glover The Youth Educator Program and Planning Council comprised of approximately 30 high school students from various Contra Costa schools came together to assess and plan the annual county-wide Youth Educator Program Conference on February 3, 2001 at Antioch High School. The primary goal of the conference was to help other youth to make healthy decisions, promote youth empowerment and address community norms and attitudes around alcohol. POSTHUMOUS RECOGNITION AWARD ♦ District I-Supervisor John Gioia Mr. James Talley suffered from drug and alcohol addiction for the majority of his adult life while working as a student intern for the Supervised Treatment and Recovery Drug Program (STAR), he began the road to recovery and returned to school at the West Contra Costa College. He graduated from STAR in 1998, which inspired him to become a Substance Abuse Counselor; and in 1999 he received a special scholarship to attend UC Berkeley to further his studies. Mr. James Talley passed away on January 24, 2001 and he is remembered for his work and values, but most importantly his commitment to help those people in recovery.
