SUBJECT: Grant Application, Safety Vests
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for a grant in the
amount of$54,164 to partially fund the cost of safety vests purchased from June 1, 2001 to
June 30, 2002, for law enforcement officers employed by the County, and to execute a
contract to accept such funding if awarded.
II. FINANCIAL IMPACT:
Federal funding is available to offset up to 50% of the cost of protective vests approved by the
National Institute of Justice and purchased for use by law enforcement officers. The
availability of this funding will reduce the County cost of these essential purchases. The
applications submitted in 1999 and 2000 for this program were partially funded.
Reimbursement is provided after purchase is made from appropriated funds; grant and
matching funds are within FY2001/02 target budgets.
III. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The Federal Bulletproof Vest Partnership has again announced the availability of funding to assist
in the purchase of safety vests approved by the National Institute of Justice. The County is
defined as a "jurisdiction" for the purpose of this funding, with one application per jurisdiction
permitted. The Sheriffs Office is by far the largest purchaser of safety vests among the County
agencies and applied last year on behalf of the County agencies with law enforcement powers.
Prior applications for years 1999 and 2000 were partially funded, and this year's application, if
fully funded,would complement that award to provide support for safety vests for law enforcement
personnel in the Sheriffs Office as well as other County agencies such as Probation, District
Attorney, and Animal Control.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this application is not approved fewer safety vests will be purchased with appropriated funds.
