1. REQUESTED ACTION:
Transfer six CalWORKS Community Outreach Aides from Project status to
Permanent. The incumbents are: Lakisha Neal (#61837), Christina Salmon
(961836), Lorelei Linder (#61842), Nichole Sanders (#61834), Tina
Thompson (961838) and Assata Briscoe (#61839). The position numbers
are 6892, 6893, 6899, 6895, 6896 and 6897 respectively.
This request is cost neutral for the current and upcoming fiscal years.
There is no baseline cost increase in approving this request.

III. BACKGROUND/REASONS FOR REQUEST
In June of 1999 the Department requested and had approved the
classification of Community Outreach Aide — Ca1WORKS — Project. Eight
positions were subsequently approved. The Department hired eight
incumbents into these positions with an effective date of November 15,
1999. Former CalWORKS participants staff these positions. In order for
them to promote into the clerical or eligibility series they must be in a
permanent status with the County.
Transitioning these incumbents to permanent positions after 12 months of
project employment status is consistent with the County Ca1WORKS
Employment Program established in December of 1998 by the Board. In
the Resolution it states, "Upon successful completion of the one year
training period, incumbents of Ca1WORKS County Employment
Development Worker — Project will be eligible for transition into the
appropriate merit system classification and granted permanent status and
seniority under the authority of Section 1603, Transfer of Project Positions
of the Personnel Management Regulations."
IV. CONSEQUENCES OF NEGATIVE ACTION
If this request were not approved, the Department would need to leave the
Community Outreach Aides in their project positions and would be unable
to potentially promote them into other merit system classifications. This
would be inconsistent with the intent of the County's Ca1WORKS
Employment Program.
