SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to AMEND Contract #21-551 with OPTIC, increasing the contract amount from $300,000 to a
new amount of$526,000 for the existing period from July 1, 2000 through June 30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
Contract #21-551with OPTIC, increasing the contract amount from $300,000 to a new amount of$526,000
for the existing period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT-
No County cost: 100% TANF incentive funds support contract costs.
CHILDREN'S IMPACT STATEMENT:
This contract directly supports two of Contra Costa County's community outcomes: "Families that are
Economically Self-Sufficient," and "Families that are Safe, Stable and Nurturing." OPTIC provides information
technology skill training and jobs in a protected work environment to unemployed and underemployed
individuals, including CalWORKs participants.
RACKGROTTND-
On June 27, 2000 the Board approved a $300,000 contract with recently incorporated OPTIC to partially fund
its activities for fiscal year 2000-2001. OPTIC applied for and received outside funding, but it will not be
available until July 11, 2001. ,
This amendment will allow operations of OPTIC to continue, supporting technology training and employment
activities for underemployed and unemployed individuals, with the additional money providing a bridge until
other funding sources are in place. Although still in the start-up phase, OPTIC has already secured a$350,000
Workforce Investment Act grant for FY 2001-2002, a grant from the Lesher Foundation, personal and corporate
donations, and recently surpassed $5,000 in contract billing. EHSD anticipates that OPTIC will ultimately rely
on contract work revenue and private contributions to sustain its comprehensive training program.
After completing OPTIC's rigorous hard- and soft-skills training program, participants can enter the workforce
as skilled entry-level technical workers. OPTIC recently placed fourteen former CalWORKs participants in
paid corporate positions with benefits, career jobs with salaries ranging from $29,000 to $54,000 per year.
