SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to amend Contract #21-387-7 with FamiliesFirst, Inc., increasing the payment limit by
$159,690 to a new amount of$962,000 for kinship support services for the period from July
1, 2000 through June 30, 2001.

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to amend
Contract #21-387-7 with FamiliesFirst, Inc., increasing the payment limit by $159,690 to a new amount of
$962,000 for kinship support services for the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT-
County cost of this contract is $118,000 (30 match of State Family Preservation funds). Contract funding
includes: State/Federal Family Preservation ($393,317); State Kinship Support Services Grant ($242,200);
TANF ($251,483); and FACT ($75,000).

This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically
Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families." Kinship services support all of the outcomes
established in the Children's Report Card. Children directly benefit from the care they receive each day in a
nurturing environment while their families benefit from the education, resources, respite, support and
training designed to strengthen families offered by the kinship support services program.

The Board authorized Employment and Human Services to contract with FamiliesFirst for FY 2001 kinship
care services on June 27, 2000. Kinship care supports relative caregivers with children at risk of entering
out-of-home placement.
The State, through its Kinship Support Service Program, provided a mid-year increase in its allocation to
Employment and Human Services. This amendment also includes $75,000 in FACT funding, allowing
FamiliesFirst to provide expanded kinship services throughout the County.
