SUBJECT: Verde Involving Parents (V.I.P.) Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
APPLY for and RECEIVE in partnership with the Verde Elementary School Principal, on behalf
of the West Contra Costa Unified School District, a grant of $170,000 from the S.H. Cowell
Foundation to support the Verde Involving Parents (V.I.P.) Program for a two-year period from
the date of receipt.
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
ALLOCATE $83,621 in Temporary Aid for Needy Families (TANF) Incentive Funds to meet the
matching fund requirements of the S.H. Cowell Foundation grant.
FISCAL IMPACT:
No County costs. TANF Incentive Funds are 100% Federal to be used as match for the
purposes of securing the S.H. Cowell Foundation grant and for providing V.I.P. Program
services through the North Richmond Service Integration Program.
CHILDREN'S IMPACT STATEMENT:
Activities to be carried out as a result of this grant will impact three of the five community
outcomes in the Children's Report Card: Children Ready and Succeeding in School; Families
that are Safe, Stable and Nurturing; Communities that are Safe and Provide a High Quality of
Life for Children and Families.
BACKGROUND:
The V.I.P. Program is a joint project of the Contra Costa County Service Integration
Program/North Richmond Employment Collaborative and Verde Elementary School. The goal
of the V.I.P. Program is to improve school attendance and create more positive neighborhood
involvement at Verde School using three key strategies: 1) Parent Peer Mentoring and Family
Supports; 2) School Enhancements and Celebrations; and 3) Integrated Services Approach to
Promoting Student Success. The $83,621 in TANF Incentive Funds is the match required by
the S.H. Cowell Foundation for release of grant funds to the V.I.P. Pro r m.
