The following people appeared to speak. Laurie Comstock, Tobacco Prevention Coalition, 4475 Crestview Circle, Concord, commented on using Tobacco settlement monies for tobacco prevention; Peter Mueller, Tobacco Prevention Coalition, 7 Bel Air Drive, Orinda, regarding using Tobacco settlement monies for tobacco prevention; Maria Lawrence, 138 Virginia Court, Alamo, on concerns regarding Green Valley Road area conditions. TO; CONTRA COSTA COUNTY BOARD OF SUPERVISORS +� - FROM; MARIA LAWRENCE Tel. 925/820-3400 Fax 925/820-3570 Dear Board Members: I am here regarding a 1700 foot section of Green Valley Road that has no improvements. My concerns are: 1. Public Safety—Pedestrians walking behind the guardrail to get out of traffic 2. Erosion of shoulder adjacent to the road where 200-300 year old oak trees are dying 3. Fire danger where a fire was started on 12/30/99, response # 099006497 On March 12'h Maurice Shiu , John Gregory and I walked this area. We observed the following: • Standing water on Green Valley Road due to irrigation runoff. This intensifies with rain. • The dirt where the oak trees have exposed roots was visibly darker with more moisture content than the section further away from the road. • The road is higher than the dirt shoulder. Facts: Conditions of approval specifically call for walkway on west side of Green Valley Road #8 &#15 Pedestrians walking behind guardrail to get out of traffic County's traffic index of this road is 5.0 County has a 60 foot right of way- #6 of conditions of approval Oak trees with exposed roots that are 200-300 years old are dying in the County's 60' right of way Erosion and exposed roots of oak trees are at the top 15 feet. Creek bed is 25 feet lower than road. 1 Ever present danger of fire from falling leaves and brush. This is a`woodsy" area with many oak trees. County has the responsibility of preserving the environment and natural resources. The County has approved construction at 1951 Green Valley Road which will require 4,500 square feet of dirt to be moved. This lot is approximately 65 degree angle to the road. Mr. Gregory suggested a soil sample be taken. Before any dirt is moved the County must determine the impact grading this hill will have on the shoulder opposite the grading. I am requesting improvements be made to this 1700 foot section of Green Valley Road. The. County is putting the public at risk and negatively impacting our environment.
