County SUBJECT: Request for Authorization for the County Librarian to Apply for and Accept Reach Out and Read (ROR) Funds from the Reach Out Read Foundation for the Period of May 1 , 2001 — May, 2002 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&1 BACKGROUND AND JUSTIFICATION I RECOMMENDATION Authorize the Contra Costa County Librarian to apply for and accept funding from the Reach Out and Read National Center (endorsed by the American Academy of Pediatrics) for the period of May 1, 2001 to May 2002 to start a pediatric literacy program in two pediatric clinics, Richmond and Concord in Contra Costa County. I FINANCIAL IMPACT No matching funds from county departments are required. Financial support will be applied for through the Contra Costa Children & Families Commission for matching material funds and staff support. Requests to that organization will amount to the sum of $12,000. The Library will provide in- kind administrative staff support from the Wilruss Trust and space. The Health Services Department will provide professional support to administer the program, clerical support, and space. The City of Richmond Public Library will provide training sessions for the Richmond clinics. I BACKGROUND The Reach Out and Read (ROR) program, a pediatric literacy program, began over a decade ago at the Boston City Hospital and currently consists of hundreds of programs in community health clinics throughout the county. Funds are available to community health clinics through the American Academy of Pediatrics to start pediatric literacy programs based on this model. A ..Y.: ;.,.y....H, .iFr.. • The Contra Costa County Library, City of Richmond Public Library and Contra Costa Health Services have developed a partnership to establish a Reach Out and Read program for children visiting well baby clinics in Contra Costa County. Each organization has agreed to support the Contra Costa County's Reach Out and Read program in the following ways: Contra Costa County Library • Act as grant applicant and liaison to the Reach Out and Read organization • Act as grant applicant for funding to the Contra Costa Children & Families Commission • Recruit and train volunteers at the Concord Pediatric Clinic • Recruit volunteers for the Richmond Pediatric Clinic • Provide publicity and community contacts for the program • Order and prepare books for Concord Pediatric Clinic Contra Costa Health Services • Engage medical staff in program • Administer program at Richmond and Concord Pediatric Clinics • Support volunteers at Richmond and Concord Pediatric Clinics • Provide a secure storage place for books at both clinics City of Richmond Public Library • Train volunteers for Richmond Pediatric Clinic • Order and prepare books for Richmond Pediatric Clinic CONTRA COSTA CHILDREN'S IMPACT STATEMENT Children Ready for and Succeeding in School: Program activities and results include: 1. Parents listen to the message of primary pediatric caregivers that books, listening and reading to children are an important part of early literacy. 2. Children have the opportunity to start a process of exposure and development of language through books and read aloud sessions. 3. Families living in poverty have an opportunity to acquire children's books. 4. Parents see and learn from volunteers who model reading to children in clinic waiting rooms. 5. Children have positive literacy experiences prior to school and learn to associate books with parental affection, attention, and approval. 6.
