SUBJECT: AUTHORIZE THE COMMUNITY DEVELOPMENT DIRECTOR TO SUBMIT A FUNDING
REQUEST TO THE CALIFORNIA DEPARTMENT OF CONSERVATION FOR BEVERAGE
CONTAINER RECYCLING AND LITTER REDUCTION ACTIVITIES

RECOMMENDATIONS
APPROVE Resolution 2001/ 155 which authorizes and empowers the Community
Development Director or his designee, to execute in the name of Contra Costa County
all necessary applications, contracts, payment requests, agreements and amendments
hereto for the purpose of securing payments, which may total $41 ,442.00, to
implement and carry out the purposes specified in Section 14581 (a)(4)(A) of the
California Beverage Container Recycling and Litter Reduction Act.
FISCAL IMPACT
No impact to the County General Fund. (No County Match)
BACKGROUND/REASONS FOR RECOMMENDATIONS
Effective January 1, 2000, the existing law governing California's Beverage Container
Recycling and Litter Reductiori, Program was modified (SB 332) to include
appropriation of funding to provide payments to cities and counties for specific
activities. The California Department of Conservation (DOC) is responsible for
administering this program which provides funds to cities and counties for certain
beverage container recycling and litter cleanup activities. This is not a grant program
and is not competitive, cities and counties only need to submit a Resolution and
completed Funding Request Form.'. The funding amount available to each jurisdiction
is based on their population. The DOC plans to provide payments for approved
activities prior to June 30, 2001 . The maximum funding for the unincorporated area
for the FY 2000/2001 cycle is $41,442.

SUBJECT: FUNDING REQUEST TO THE CALIFORNIA DEPARTMENT OF )
CONSERVATION FOR BEVERAGE CONTAINER RECYCLING )
AND LITTER REDUCTION ACTIVITIES )
The Board of Supervisors of Contra Costa County RESOLVES that:
WHEREAS, the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act that provides funds to cities and
counties for beverage container recycling and litter cleanup activities; and
WHEREAS, the California Department of Conservation's Division of Recycling
has been delegated the responsibility for the administration of the program within the
State, setting up necessary procedures for cities and counties or their designees under
the program;
WHEREAS, per Section 14581 (a)(4)(E) of the California Beverage Container
Recycling and Litter Reduction Act,',the eligible participant must submit the Funding
Request Form by the due date and',time in order to request funds from the Department
of Conservation's Division of Recycling.
NOW THEREFORE BE IT RESOLVED that the Contra Costa County Board of
Supervisors authorizes the submittal of the Funding Request Form to the Department of
Conservation's Division of Recycling. The Community Development Director or his
designee is hereby authorized and empowered to execute in the name of Contra Costa
County, all necessary forms hereto for the purposes of securing payments and to
implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the
California Beverage Container Recycling and Litter Reduction Act and provide
information regarding this program to the Division upon request.
The foregoing resolution was passed by the Board of Supervisors this 10th day of April,
2001. Effective April 10, 2001.
