AGREEMENT WITH DENISE DUFFY & ASSOCIATES, INCREASING THE CONTRACT
PAYMENT LIMIT FROM $36,500 TO $45,000, MODIFYING THE SCOPE OF SERVICES (AS
IDENTIFIED ON ATTACHED APPENDIX A), AND EXTENDING THE CONTRACT
COMPLETION DATE TO DECEMBER 31, 2001; BETHEL ISLAND BRIDGE REPLACEMENT
PROJECT, EAST COUNTY AREA.

I. RECOMMENDED ACTION:
AUTHORIZE the Public Works Director to AMEND the Consulting Service Agreement between Contra
Costa County and Denise Duffy & Associates, increasing the contract payment limit from $36,500 to
$45,000, modifying the scope of services (as identified on attached Appendix A) and extending the contract
completion date to December 31, 2001, for the Bethel Island Bridge Replacement Project, in the East county
area.

I1. Financial Impact:
The estimated cost of the contract amendment is $8,500.00 funded by 80% Federal Highway Bridge
Rehabilitation (HBRR) and 20% road funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The amendment to the Consulting Service Agreement is needed to assist Public Works Department staff in
obtaining environmental clearance associated with the Bethel Island Bridge Replacement project. The
increased payment limit is necessary due to a minor change in project definition and a minor modification
to the area potentially impacted by the project.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the Consulting Service Agreement is not amended, the Bethel Island Bridge Replacement will not have
the required environmental clearance, causing delays in its replacement.
