HomeMy WebLinkAboutMINUTES - 04242001 - C.73 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on April`24�, 2001 , by the following vote: AYES: SUPERVISORS GIOIA, GERBER, GLOVER, AND UILKEMA NOES: NONE ABSENT: SUPERVISOR DESAULNIER ABSTAIN: NONE SUBJECT: Amendment to Resolution 2000/372 ) Resolution No. 2001/ 177 Compensation and Benefits Authorized for ) County Elected and Appointed Department ) Heads, Management, Exempt and ) Unrepresented Employees for the Period ) October 1, 1999 to September 30, 2002 ) and Until Further Order ) WHEREAS, the Board of Supervisors adopted the subject Resolution 2000/372 on August 15, 2000; AND The County Human Resources Director proposed that said Resolution be amended as follows; NOW, THEREFORE, BE IT RESOLVED that Resolution 2000/372 is amended, in part, to additionally provide: Benefits for Management, Exempt and Unrepresented Employees of Resolution 2000/372 shall have included a new Section 2.14 d. and 2.14 e. under Health Plan Coverages and Provisions, as per the following: 2.14 d. Health Benefits for Temporary Employees: Effective October 1, 1999, the following benefit program shall be offered to temporary employees: 1. Program. The County shall offer CCHP Plan A-2 at the subvention rate of fifty percent (50%) of the cost of the premium for a single individual to those temporary employees who meet and maintain eligibility. 2. EligibilitX. Initial eligibility shall be achieved when an employee has worked three (3) continuous months of service at an average of fifty percent (50%) time per month. In order to maintain eligibility, a temporary employee must remain in paid status a minimum of forty (40) hours during each successive month and maintain an average of fifty percent (50%) time year-to-date from the date of eligibility. 3. Pre-Pay. Employees who have achieved eligibility under the terms of 2. above will pre-pay the employee's portion of the premium cost so that the effective date of enrollment begins effective the first of the month of eligibility. Employees must continue to pre-pay their portion of the health insurance premium in order to continue benefits. In addition, temporary employees who meet the eligibility requirements and who have been voluntarily paying for a County group health program shall be allowed to enroll in CCHP Plan A-2 without a waiting period. 4. Family Coverage. Employees may elect to purchase at their own expenses, family coverage, including domestic partner, and shall follow the procedures outlined in 3 above for payment for this optional coverage. Page 1 of 3 RESOLUTION NO. 2001/ 177 5. Implementation. There shall be a sixty (60) day Open Enrollment period with the initial date of coverage effective August 1, 2000. Subsequent Open Enrollment periods shall be for thirty (30) days and coincide with the open enrollment period for County employees beginning in 2001 . Temporary employees who are not currently eligible, but who subsequently meet the eligibility requirements, shall be notified of their eligibility and shall have thirty (30) days to decide whether or not to elect coverage under this program. 2.14 e. Health Benefits for Permanent-Intermittent Employees: A permanent- intermittent employee may participate in the County Group Health Plans of medical, dental and life insurance coverage wholly at the employee's expenses. The County will not contribute to the employee's monthly premium. The employee will be responsible for paying the monthly premium appropriately and punctually. Failure to meet the premium deadline will mean automatic and immediate withdrawal from the County Group Health Plan and reinstatement may only be effectuated during the annual open enrollment period. The County.shall offer CCHP Plan A-2 at the subvention rate of sixty-four percent (64%) of the cost of the premium for a single individual to those permanent-intermittent employees who meet and maintain eligibility. 2. Eli ibilit . Initial eligibility shall be achieved when an employee has worked three (3) continuous months of service at an average of fifth percent (50%) time per month. In order to maintain eligibility, a permanent-intermittent employee must remain in paid status during each successive month. 3. Pre-Pay. Background: The Board of Supervisors approved offering CCHP A-2 under certain eligibility criteria for temporary and PI employees of the Labor Coalition and this option was extended to temporary and PI unrepresented manangement employees. ➢ At the time of the agreements, specific agreed upon language between the Labor Coalition and the County needed to be finalized. Upon finalization, the language needed to be added to the Mgmt Resolution. ➢ The attached amendment to the Mgmt Resolution incorporates the final agreed upon language establishing the eligibility criteria for this benefit option.
