SUBJECT: ACCEPT the resignations of Diane Berg, Norm Robins, Meryl Natchez, and
David Kelly from the Workforce Development Board.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Per the attached letters, ACCEPT the resignations of Diane Berg, Norm Robins, Meryl
Natchez, and David Kelly from the Workforce Development Board. %
DECLARE the vacancies on the Workforce Development Board and DIRECT the Clerk of the
Board to apply the Board's policy for filling this vacancy.
BACKGROUND:
Ms. Berg, Mr. Robins, and Ms. Natchez resigned from the Workforce Development Board due
to job commitments. Mr. Kelly resigned because his profession's ethics code makes it
impossible to comply with all provisions of the Board's Conflict of Interest Code.
The Workforce Investment Act (WIA) and the State Workforce Investment Board (SWIB) set
membership standards for local Workforce Investment Boards (WIBs).
The Workforce Investment Board works with a broad range of business, education, labor, public
agencies and community-based organizations to recruit highly qualified nominees for
appointment to the Board. All nominees will meet the strict criteria set forth in the Workforce
Investment Act. Nominees will be forwarded to the Internal Operations Committee following
WIB endorsement.

Dear Ron;
I regret to have to request that the Workforce Investment Board accept this
925 299.3900 letter of my formal resignation from the board. I find I am unable to
participate to the extent necessary to make a meaningful commitment to
the WIB. I would like to resign from the board as soon as it is possible to

Dear Ron:
As discussed today, it is with great reluctance that I must submit
my resignation as a Board member, effective immediately.
This action is necessitated since I cannot comply with the County's
disclosure requirements under the Board' s Conflict of Interest
Code. While I support the County' s "Good Government" policies, I am
not permitted by my profession' s code of ethics (as enforced by 'the
Board of Accountancy) to disclose any client of this practice,
whether in private or to the public. I accordingly will not be able
to file the Form 700 .
My first awareness of the Board's adopted disclosure requirements
being so stringent was only in late February when I received the
packet of documents and the completion request . The record will
show that I was absent from the November, 2000 Board meeting. As
you also know, this decision to resign comes only after further
discussions with you, the FPPC, and the State Board of Accountancy.
I wish the Board, you, and all your staff the best of success in
its future endeavors .
