BACKGROUND/REASONS FOR RECOMMENDATIONS
Chapter 418-2 of Contra Costa County Ordinance defines "refuse" as garbage, combustible or
noncombustible waste, and putrescible solid or concentrated liquid wastes originating from household,
business, commercial, or hauling municipal and recreational refuse.
Contra Costa County Code, Section 418-2.004 requires that no person shall collect or transport any
refuse on the public street of this county without first having obtained a permit from the Board of
Supervisors. Therefore, G and D Trucking is mandated to obtain a permit to transport refuse on the
public streets or highways of this county. G and D Trucking is also mandated by Chapter 418-2 to
comply with items 1 through 4 listed in the recommended action.
This action is necessary because Section 418-2.004 requires that the Board of Supervisors issue the
permit to G and D Trucking to haul refuse over the public streets in Contra Costa County.
