GILBERT, DIRECTOR OF GENERAL SERVICESContra tE o: _ Costa DATE: April 24, 2001 County SUBJECT: APPROVE THE USE OF WEATERN PLACER UNIFIED SCHOOL DISTRICT'S BID TO PURCHASE MODULAR BUILDING FOR COMMUNITY SERVICES HEADSTART SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION 1. APPROVE the use of Western Placer Unified School District's bid for a modular classroom building for a "piggyback" contract for Community Services Headstart Programs to purchase a modular classroom building for location at George Miller Center, 3020 Grant Street, Concord. 2. AUTHORIZE the Director of General Services to set up a purchase order in the amount of $137,120.00 to purchase one modular classroom building, including concrete foundation and ramps from Gary Doupnik Manufacturing, Inc. II. FINANCIAL AND PROGRAMMATIC IMPACT Purchase of a modular classroom through the use of Western Placer Unified School District's bid reduces the length of time to implement additional programs for Headstart, which allows more children to be enrolled in Headstart classes for which Community Services receives federal funding. II. BACKGROUND Staff from Community Services, General Services, and the Administrator's Departments have been meeting to coordinate the best ways to add Headstart classrooms for which community Services is currently receiving funding for sites at Antioch Fairgrounds and George Miller Center. Staff wants to expedite the building fabrication and installation process within appropriate guidelines. Being able to use another public agency's bid process for portable modular classrooms that can be built at the factory and delivered to the sites became the best option for these two sites. While site work and playground equipment also must be provided, the modular building takes the longest time to build. It can be started after execution of a purchase order, while the remainder of the work is being completed to meet the project schedule at George Miller Center.
