SUBJECT: AUTHORIZE THE GENERAL SERVICES DEPARTMENT
TO FIX PUBLIC HEARING DATES AND EXECUTE
CONTRACTS AS NEEDED FOR ENERGY
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
1. DIRECT the Director of General Services to fix dates and tithes for Public Hearings as
needed during fiscal years 2000-01 and 2001-02 at which Hearings the Board of
Supervisors will consider entering into Energy Conservation Services and Equipment
Contracts. (The General Services Department shall publish one notification in the Contra
Costa Times for each Hearing, at least 14 days in advance.)
2. AUTHORIZE the Director of General Services, or designee, to EXECUTE said contracts
on behalf of the County.
II. FISCAL IMPACT:
California Government Code Sections S 4217.12, 4217.13 and 4217.18 permit public agencies
the authority to enter into energy service contracts and financing for energy projects without a
formal bid process so that "economic benefits may be maximized and financing and other costs
associated with the design and construction of projects may be minimized.
There are significant energy cost savings from these conservation projects. There is some
funding available in the Capital Projects Budget for fiscal year 2000/01 for energy projects, and
there are PG&E rebates available through June, 2001. It is anticipated that there will be
additional rebates in the next fiscal year. There may also be grant funding available through the
State Energy Commission, and County Administrator staff are pursuing those opportunities.
I1I. BACKGROUND: .
Previous projects which have been done as Energy Service Projects include various lighting
retrofits for buildings throughout the County, including the Board Chambers; and chiller
replacements in the Library and Richmond Administration Building. These projects qualified
for PG& E rebates. There is currently a lighting retrofit being done at the Martinez Detention
Facility and one is scheduled to begin immediately in the Los Medanos Hospital.

CONTRACTS AS NEEDED FOR ENERGY CONSERVATION
SERVICES AND EQUIPMENT CONTRACTS
The current energy crisis has produced power shortages, rate increases, and rolling blackouts within the
County, and conditions are not expected to improve in the near future. Thus far the incidence of Stage 3
Emergency Notices has increased from one during the three year period of 1998-2000, to more than 34 so
far in 2001*. However, the worst is predicted for the coming summer. In response, the Governor has
called for increased conservation efforts and the Board of Supervisors adopted an Energy Reduction
Action Plan on March 6, 2001 to significantly reduce the County's energy use. In order to implement this
plan, the General Services Department must enter into contracts for Services and Equipment that will
achieve the goals of the Board. This conservation effort will have the effect of providing additional
energy resources for the community.
