GILBERT, DIRECTOR OF GENERAL SERVICES ::jti Contra o: Costa DATE: April 24, 2001 County a' SUBJECT: APPROVING THE FIRST AMENDMENT TO THE CONSULTING SERVICES AGREEMENT FOR TEANT IMPROVEMENTS, 1650 CAVALLO ROAD, ANTIOCH (WW0078) SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. APPROVE First Amendment authorizing extra work under the Consulting Services Agreement dated January 23, 2001 with Interactive Resources, Inc., for architectural services for Tenant Improvements, 1650 Cavallo Road, Antioch for Employment and Human Services Department. The First Amendment increases the scope of services and increases the payment limit from $109,120.00 to $207,140.00, an increase of$98,020.00. B. AUTHORIZE the Director of General Services to execute the First Amendment to the consulting services agreement and to issue written authorizations for extra work, in addition to the authorization for the First Amendment, provided that the cumulative total extra cost for such additional authorizations shall not exceed $25,000.00. II. FINANCIAL IMPACT Sufficient funds are available in the budget of Employment and Human Services to cover this increase in the Consultant's payment limit. III. REASONS FOR RECOMMENDATIONS/BACKGROUND A. On January 23, 2001 the Board of Supervisors approved and authorized the Director of General Services to execute the original consulting services agreement with the Consultant. The agreement provided for the schematic design, design development construction document phase, bidding phase and contract administration services for tenant improvements and modular workstations in a 12,000 square foot area on the Second Floor at 1650 Cavallo Road, Antioch for Employment and Human Services Department. The First Amendment increases the scope to provide: 1. Additional architectural and consulting services for design changes and expanded project scope to include the First Floor, an additional 12,000 square feet of office space. Scope includes: a. Demolition of existing walls and a potential realignment of corridors. b. Evaluation of existing roof. C. Evaluation of existing mechanical equipment, ductwork, calculations of building loads, new accessible drinking fountains and rebalancing of the HVAC system. d. Modifications to the lighting system to accommodate the revised design and to the power distribution system to accommodate the new office landscape partitions. e. Evaluation of compliance with accessibility codes. 2. Appendix B, Paragraph F is amended to increase reimbursable expenses from $2,000.00 to $4,000.00, an increase of$2,000.00. Effective Date and Parties: Effective April 24,2001, Interactive Resources,Inc.,(herein called "Consultant"),a Corporation,and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows: 2. Purpose: On January 23,2001,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which covers architectural services for Tenant Improvements, Second Floor 1650 Cavallo Road, Antioch for Employment and Human Services Department. The parties desire to amend the Agreement to expand the scope of service and to increase the payment limit accordingly. 3. Amendments to Agreement: A. In the Agreement, Section 1(e),change the Payment Limit from$109,120.00 to $207,140.00, an increase of$98,020.00. This change shall apply to charges from and after February 7,2001. B. In accordance with Section 14 of the Agreement,provide the following extra services: 1. Additional architectural and consulting services for design changes and expanded project scope to include the First Floor, an additional 12,000 square feet of office space. Scope includes: a. Demolition of existing walls and a potential realignment of corridors. b. Evaluation of existing roof,but not the design of a new of a new roof should it prove necessary. c. Evaluation of existing mechanical equipment, ductwork, calculations of building loads, new accessible drinking fountains and rebalancing of the HVAC system. d. Modifications to the lighting system to accommodate the revised design and to the power distribution system to accommodate the new office landscape partitions. C. Effect: Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect. 5.
