Financial Impact: The estimated cost of the contract is $63,700 (original on-call contract amount of$25,000 + $38,700) funded by Flood Control, Road,and Airport project funds(100%). - III. REASONS FOR RECOMMENDATION/BACKGROUND: Initially the expected scope of work for a project applied to the Consulting Services Agreement with Harding Lawson Associates was relatively limited. Consulting services associated with the project were expected to cost under$25,000. The limited scope was based on the assumption that the CEQA analysis for the project could heavily rely on the Specific Plan EIR associated with the project. However, during the course of project definition and preliminary analysis, the consultant determined that the previous EIR may not provide an adequate basis for the project specific CEQA document; therefore an expanded scope will be necessary. It is our expectation that the CEQA analysis will likely require a Mitigated Negative Declaration with supporting special studies. The revised scope will require amending the existing contract by increasing the payment limit from $25,000 to $63,700 (an increase of$38,700). The bulk of the additional cost is associated with the need for supporting studies—specifically the traffic and parking study. IV. CONSEQUENCES OF NEGATIVE ACTION: If the Consulting Service Agreement is not amended, various flood control, road, and airport projects will not obtain CEQA clearance causing delays in their construction and repair.
