SUBJECT: Execution of CDBG Project Agreement for the Christmas in April Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment or his designee to enter into Community
Development Block Grant Project Agreement Hsg 00-10 with Christmas in April Diablo Valley to
provide $45,000 in CDBG funds for the Christmas in April Project to rehabilitate housing owned and
occupied by low-income households.
FISCAL IMPACT
No General Fund impact. Funds for this project will come from CDBG funds provided to the County on
an annual allocation basis by the U.S. Department of Housing and Urban Development (HUD).
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 25, 2000,the Board of Supervisors approved the allocation of$45,000 in FY 2000/01 CDBG
funds to Christmas in April Diablo Valley for the Christmas in April Project. Using a combination of
volunteer labor, donations, County CDBG and other public funds, Christmas in April Diablo Valley
(CIA) rehabilitates homes owned and occupied by very-low and low-income househo s. Potential

recipients are referred to CIA by social service organizations and public agencies. In order to qualify for
assistance, households must be low-income (income at/below 80 percent of the area median income
[AMI] for the County as defined by HUD), own and occupy the residence to be rehabilitated, exhibit a
need for assistance, and contribute to the rehabilitation effort (unless prevented from participation.by
disability). Historically, the majority of households assisted by CIA are very-low income seniors and
disabled households.
Work performed on individual homes ranges from a modest level of rehabilitation involving painting,
minor electrical work,weatherization,yard work and general clean-up to more extensive jobs involving
roof replacement/repair, new flooring, and plumbing and lighting. Rehabilitation costs paid by the
program(excluding the value of donated labor and materials) range from$1,000 for a"light"house up
to$5,000 maximum for more extensive rehabilitation.The vast majority of rehabilitation work on each
home takes place annually on the last Saturday in April.
The total cost of this project is $103,900 and includes the following sources:
County CDBG funds $ 45,000
City of Concord CDBG $ 10,000
Donations $ 48,900
Total $103,900
County CDBG funds will be used in combination with other resources to assist up to 20 homes owned
and occupied by very-low income households(incomes at/below 50 percent AMI)in the Urban County
(all of Contra Costa with the exception of the Cities of Antioch, Concord, Pittsburg, Richmond and
Walnut Creek). The County funds will be provided in the form of a grant and used to rent construction
equipment,acquire rehabilitation materials and perform lead-based paint testing if required.The City of
Concord will provide funding to rehabilitate an additional 10 homes in the City.
