HomeMy WebLinkAboutMINUTES - 04242001 - C.116 r-/1(1-1 TO: BOARD OF SUPERVISORS ,� "s =' O' Contra FROM: John Sweeten, County Administrator o Costa DATE: April 24, 2001 ~_ -- - 1-- County SUBJECT: Afterschool Assessment and Planning Contract SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE AND AUTHORIZE the County Administrator, or designee, to execute a contract with Applied Survey Research, Inc. (ASR) in an amount not to exceed $40,000 for Afterschool assessment and planning for the period from April 24, 2001 through September 30, 2001. FISCAL IMPACT: Funding is provided by the Employment and Human Services Department existing budget, TANF allocation. CHILDREN'S IMPACT STATEMENT: Research and development of recommendations for County participation in the Afterschool system primarily supports two of Contra Costa's community outcomes: "Children Ready for and Succeeding in School" and "Children and Youth Health and Preparing for Productive Adulthood", by helping support programs and services devoted to the academic achievement, social development, health and safety of the County's children during the time of day when research shows children are most at risk of harm or unhealthy behavior choices. Expected outcomes of an improved Afterschool system can include reduced teen pregnancy, juvenile crime and improved school attendance and performance. BACKGROUND: The Internal Operations Committee of the Board of Supervisors has requested that the County Administrator's Office conduct an examination of alternatives for best maximizing and leveraging County funding for Afterschool programs and services, to formulate appropriate recommendations for the Board of Supervisors. This research includes reviewing current County funding of Afterschool programs and services, an assessment of the current Afterschool and school-age-care system, developing a pilot resource directory of Afterschool. and school-age-care programs and services, interviewing key partners in the Afterschool system and reviewing best practices in other California Counties. This contract is for the development of the pilot Afterschool resource directory and possible action steps for continued County participation in expanding and... improving the quality of Afterschool programs and services.
