Rupf, Sheriff-Coroner Contra Costa DATE: March 28, 2001 County SUBJECT: Purchase Order for Polygraph Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Purchasing Manager or his designee to execute a Purchase Order on behalf of the County with John Wabl not to exceed $40,000, for polygraph services for the Office of the Sheriff for the period February 19, 2001 to February 18, 2002. FISCAL IMPACT: NONE, funding is available in the Office of the Sheriffs budget to perform Background Investigations (polygraph services) on job applicants. BACKGROUND: The Sheriffs Office is responsible for conducting polygraph tests on candidates for employment in both sworn and non-sworn support positions. Our recruitment efforts have generated a substantial number of applicants who are required to go through the screening process; however our current staffing level is unable to complete the necessary steps in a timely fashion. The contractor has the licensing and experience necessary to provide these services. CONSEQUENCES OF NEGATIVE ACTION: If background investigations of candidates are not performed on a timely basis, the Sheriffs's Office risks losing good staff to competing employers.
