RECOMMENDATIONS
ADOPT position and support of AB 381 (Papan) and authorize the Deputy Director—
Redevelopment to forward said support to the County's legislative delegation.
FISCAL IMPACT
None. If passed this legislation could provide the County with bonus transportation funds if we
permit higher densities around transit stations.

BACKGROUND/REASONS FOR RECOMMENDATIONS
AB 381 is co-sponsored by the Surface Transportation Policy Project and The California Transit
Association. It is designed to provide incentives for building housing near transit.AB 381 will give
local governments bonus transportation funds if they permit higher densities around transit
stations and assure that the housing is built. The Bill provides matching funds for local and
regional agencies willing to set aside highway funding for transit oriented development programs.
The County currently has two transit owned and development programs-Pleasant Hill BART is
under construction and the Bay Point/Pittsburg BART Station Area is in the planning stages. Both
provide for significant amounts of housing in the case of Pleasant Hill some of that housing has
yet to be built. The Bay Point/Pittsburg BART Station Area Specific Plan could provide for as
many as 1,400 housing units in close proximity to that transit station. Specific activities eligible
for funding include:
• Planning assistance,
• The provision of incentives to developers and lenders to build transit oriented
development.
