In April 1999, the Board of Supervisors accepted and approved the IHSS Public Authority Implementation Team Findings and Recommendations, including recommendations regarding Advisory Committee membership criteria. In March 2001, the Board approved amendments to the membership criteria. As amended, the Advisory Committee consists of 11 members: 4 Consumers aged 60 or older, 2 Consumers aged under 60, and one member from each Supervisorial District. The Advisory Committee currently has three vacancies for Consumer aged 60 or older seats. On April 2, 2001, the Internal Operations Committee approved the nomination of Gordon ). Mr. Shasky is currently serving on another. Advisory Committee seat but, due to the new age designations of Consumer seats, is recommended for appointment under a new age category. This appointment will have no net effect on the number of vacancies on the Advisory Committee. The Internal Operations Committee also approved the nomination Stacia Parker for appointment to the Consumer Aged 60 or Older Seat # 3 to complete a term ending March 6, 2002. If the Board of Supervisors approves these appointments, there will be two vacancies remaining on the Advisory Committee. The Advisory Committee is currently recruiting to fill these vacancies. The Internal Operations Committee, therefore,_recommends the nominations of Mr. Shasky and Ms. Parker for appointment to the Advisory Committee. Shasky to fill the IHSS Public Authority Advisory Committee seat vacated by Mr. Benjamin Conchas and to serve as a current IHSS consumer 60 years of age or older. BACKGROUND In April 1.999, the Board of Supervisors accepted and approved the IHSS Public Authority Im- plementation Team Findings and Recommendations, including recommendations regarding Ad- visory Committee membership. On February 27, 2001 the Board of Supervisors approved a modification in the Advisory Committee membership policy. The membership policy approved by the Board of Supervisors requires that Advisory Committee membership include four (4) con- sumers 60 years of age or older and two (2) consumers under 60 years of age. Mr. Shasky has served on the Advisory Committee, representing consumers under 65 years of age,.since March 7, 2000. The Advisory Committee currently has a position for a consumer 60 years of age or older that has been declared vacant by the Board of Supervisors. With the change in the membership policy, the Advisory Committee feels it appropriate and advantageous to Ad- visory Committee business to recommend Mr. Shasky to fill the seat vacated by Mr. Benjamin Conchas and to serve as a current IHSS consumer 60 years of age or older. Ms. Parker is being recommended to fill the seat va- cated by Ms. Barbara Stout and to serve as a current IHSS consumer 60 years of age or older. BACKGROUND In April 1999, the Board of Supervisors accepted and approved the IHSS Public Authority Im- plementation Team Findings and Recommendations, including recommendations regarding Ad- visory Cominittee membership. On February 5, 2001 the Internal Operations Committee ap- proved a recommendation modifying the Advisory Committee membership policy. The member- ship policy recommended by the Internal Operations Committee requires that Advisory Commit- tee membership include four(4) consumers 60 years of age or older and two (2) consumers under 60 years of age. The IHSS Public Authority Advisory Committee currently has a position for a consumer 60 years of age or older that has been declared vacant by the Board of Supervisors. In seeking to fill this vacant seat, Public Authority staff reviewed all applications received as a result of the original Advisory Committee recruitment, and applications received since the original recruitment. This review of approximately 30 applications included phone interviews of the applicants. The Re- cruitment and Nomination Committee of the Advisory Committee considered the results of the phone interviews and chose to personally interview Ms. Parker. As a result of this interview Ms. Parker's application was presented to and approved by the full Advisory Committee. The most recent being for carpal tunnel of both the left and right wrists and.a rotator cuff. Each time I am left with a little less ability to take care of the daily chores of housekeeping and laundry. I qualify for in home supportive services as administered by the Contra Costa County Aging and Adult Services but I can not find any one to work for me. One list that I was supplied with listed.one person from Richmond, two from Bay Point, and one each from Pittsburg, Martinez and Pacheco. It is my experience that the rate of pay is so low ($7.02 per hour) that people will not travel distances to work. It is also my experience that the workers want more hours than I am awarded. So,I struggle on doing for myself and in turn increasing the pain and length of recovery. I.am not the only one that is having difficulty with this issue. On behalf of all seniors facing this dilemma 1 would like to have the answers to these questions. Why can we not find the funds to attract more qualified help to this profession? Who do we need to contact to get more interest in this issue? Is there a task force looking into this problem? What government agencies contribute to this program? Could we not get more funding from them? I am willing to work to help find a solution to this problem. My first step was to contact you to see if you could find the answers to.my questions. If you need more proof that there is a problem., I will collect facttial cases describing the individual problems. 1 will circulate a petition. I will make phone contacts.
