BACKGROUND:
The Board of Supervisors established the Arts & Culture Commission in December 1994 to
advise the Board in matters and issues relevant to arts and culture and to promote arts and
culture as a vital element in the quality of life for all of the citizens of the County. The
Commission consists of nine members: four At Large members and one member appointed by
each Supervisorial District.
The Commission currently has 1 vacant At Large seat.
On April 2, 2001, the 10 Committee approved the nomination of Patricia L. Gulliford for
appointment to the vacant At Large seat to complete a four-year term ending June 30, 2003.
Ms. Gulliford's nomination was recommended by the Commission after an extensive
recruitment effort. Attached is the transmittal from the Executive Director outlining this effort.

I am pleased to report the action taken by our Commission at its meeting of March 14, 2001 and the
recommendation of Patricia L. Gulliford as candidate for the open At-Large Commissioner position.
It is the hope of the Commission that the Internal Operations Comnuttee will approve this
recommendation and forward the name of. Ms. Gulliford to the Board of Supervisors for
appointment to the Arts and Culture Conunission.
As directed in the Internal Operations Committee memoranda of October 12, 1999 and October 27,
1999, I am summarizing the following recruitment action undertaken by our Commission:
1. Press Release dated November 19, 2000 to 19 print media on AC5 mailing list.
2. Extensive personal outreach efforts by members of the Commission.
3. Application materials mailed to 7 respondents. (Sample application packet attached.)
4. Applications received from four candidates between November 21, 2000 and
March 13, 2001.
5. Interviews with two candidates at the March 14, 2001 Commission meeting.
(One candidate withdrew due to health concerns and one candidate asked to have
application held for July 1,2001 At Large vacancy,pending decision on employment
opportunity)
6. Commission review and reconunendation of Patricia L. Gul[iford as candidate.

COUNTY ARTS COMMISSION SEEKS APPLICANTS
FOR ONE AT-LARGE COMMISSIONER SEAT
The Arts and Culture Commission of Contra Costa County (AC5) seeks individuals with
diverse cultural and professional backgrounds to fill one opening for Commissioner At-Large.
Individuals seeking the position on the Arts and Culture Commission should be committed to
the mission of AC5 and possess talents that will contribute to the Commission's success,
particularly in the areas of fundraising, planning, marketing, communications, public relations,
and decision-making.
The Arts and Culture Commission of Contra Costa County (AC5) is dedicated to advancing the
arts in ways that promote communication, education, appreciation and collaboration throughout
Contra Costa County so that we may grow creatively as a community that preserves and
celebrates our diverse cultural expression.
The successful candidate will have experience in community involvement and service, as well as
direct experience with the arts and arts organizations. In addition, the candidate should be
committed to giving all meetings and other activities of AC5 a high priority on his/her calendar;
serving on or chairing Commission committees and events; staying current with all the facts and
information upon which the Commission must base its collective decisions; participating in
fundraising efforts and helping AC5 achieve its financial goals, being an ambassador and
proponent of the arts and AC5 in Contra Costa County, and working to engage people
representing all cultural and ethnic groups in the County in the arts and in the work of AC5.
The vacancy on the Arts and Culture Commission exists now, and the appointment will be made

acumen. In addition, individuals seeking positions on the Commission should:

THE ROLE OF AN AT-LARGE COMMISSIONER FOR THE ARTS AND CULTURE COMMISSION
WILL BE:
► to work with the District Commissioners in their districts as teams - choosing
those districts closest to an at-Large Commissioner's residence, if possible.
► to work with the District Commissioners to represent AC5 outside the County
and to the state (at conferences, workshops, seminars), where necessary.
► to work with all the cities in Contra Costa County that do not have city-
sponsored arts/cultural commissions/plans; facilitate in organizing them.
► to represent the entire County and support County-wide activities; not just
district events.
"work"includes doing presentations at events that inform others of what is being done in our County
and how others can help.
All Commissioners will strive to coordinate efforts to attend events to give out awards, make
speeches, evangelize the value of perpetuating a community's arts and culture and to support the
events and encourage others to do more. Therefore, we should divide attendance up between all
Commissioners so one or two Commissioners do not have to go to all the events they are asked to
attend.

FACT SHEET
Mission
The Arts and Culture.Commission of Contra Costa County(AC5)is dedicated to advancing the arts in ways
that promote communication,education,appreciation and collaboration throughout Contra Costa County,so
that we may grow creatively as a.community that preserves and celebrates our diverse cultural expression.
Origin
Greater support and increased recognition of arts and culture were key objectives of a citizen task force
organized in April 1994 to study the feasibility of an arts and culture commission in Contra Costa County.
The 40-member task force conducted an extensive outreach effort to assess of needs of arts and culture-
related organizations and individuals throughout the County. Based in part on the result of that
assessment, the County Board of Supervisors established the Arts and Culture Commission on December
13, 1994 and formally appointed the Commissioners in June 1995.The first meeting of the Commission was
held on July 12, 1995. The Commission is comprised of nine members -- five to represent each of the
supervisorial districts and four to serve at-large. Public meetings are held at 3:30 p.m. on the second
Wednesday of each month in Room 108-A of the County Administration Building,651 Pine Street,Martinez.
Alliances
As recommended by the task force, the Commission has formed arts alliances in each supervisorial district.
These alliances are comprised of artists, arts organizations and interested citizens to allow for grass roots
participation in Commission efforts.
Priorities
• Formulation of a County Cultural Plan,a community-inclusive fact finding and consensus
addressing the opportunities and challenges facing arts providers and patrons in the new
century. The Board of Supevisors is expected to adopt the County Cultural Plan in January
2001.
• Endorsement and advocacy of arts and culture-related events that give visibility to the rich
cultural and ethnic diversity in the County.
• Implementation of a fund development plan to help the Commission achieve its public
service objectives. "Friends of AC5,"a nonprofit tax-exempt organization,was incorporated
in August 1997 to conduct fundraising activities on behalf of the Commission.
• Working with schools and arts education leaders to ensure that comprehensive, sequential
arts instruction is re-introduced into the school curriculum in Contra Costa County.
