" County DATE: March 6, 2001 SUBJECT: PRESENTATION OF CERTIFICATES OF APPRECIATION TO AN INDIVIDUAL WHO HAS MADE EXCEPTIONAL CONTRIBUTIONS TO FISH AND WILDLIFE RESOURCES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS PRESENTATION of Certificate of Appreciation to Skip Bateman, a former member of the Fish and Wildlife Committee who has made exceptional contributions to the fish and wildlife resources of Contra Costa County, as recommended by the Fish and Wildlife Committee. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS On December 17, 1997, the Fish and Wildlife Committee voted unanimously to recommend that the Board of Supervisors initiate a Fish and Wildlife Committee certificate of appreciation program. The Committee believed the program would be a valuable mechanism for expressing appreciation to those who have made substantial contributions in this area. They also felt the recognition program could increase community awareness about the importance of protecting and enhancing the County's fish and wildlife resources. The Board of Supervisors approved this recommendation on February 3, 1998 and recognized nineteen individuals as the first recipients of this award. The award has been presented several other times since then to a range of worthy recipients. On December 20, 2000, the Fish and Wildlife Committee voted unanimously to recommend this award to Skip Bateman, a dedicated former member of the Fish and Wildlife Committee who served the County for more than 17 years. ' �� .� a� �� ;x ��, `� '� �. -4 r \ ' , 1 \` PRESENTATION OF FISH AND WILDLIFE CERTIFICATES OF APPRECIATION March 6,2001 Page 2 Skip Bateman served on the Fish and Wildlife Committee from April 12, 1983 to October 23, 2000, acting as the Committee's elected Secretary since 1996. Mr. Bateman was a key contributor to a report entitled, "Recommendations on Improving the Fish, Wildlife and Recreation Qualities of the Sacramento and San Joaquin Delta", the first majorwork of the then brand new Fish and Wildlife Study Committee. That report was ahead of its time, calling for state and federal pumping to be timed to minimize fish entrainment and urging that the salt water-fresh water mixing zone in the Delta be maintained at or below Suisun Bay(maintaining "X2", the new name for this concept, was a center piece of the 1994 Bay- Delta Accord and is a key component of the CALFED plan). Mr. Bateman has served the County for so many years that he even participated in a Board requested review of a proposal to build a salt water control barrier across the Carquinez Straits. More recently, Mr. Bateman has been a key advocate for the need to fairly and effectively enforce fish and game related regulations in Contra Costa County. He was a primary proponent for the initiation of a computer reporting system to track the status of fish and game citations, a system which has proven very useful to the Committee, the Department of Fish and Game, and the District Attorney's Office. Mr. Bateman was also a primary organizer of the Committee's recent BBQ with judges, district attorney's, and law enforcement officers at the Pereira ranch. A consistent voice for funding habitat improvements and environment education programs for children, Mr. Bateman was also a strong advocate for recognizing the contributions of individuals. In fact, the Committee's Certificate of Appreciation program was Skip's idea and inspiration. Given his many contributions to the County and its valuable natural resources, it is most appropriate that Skip Bateman be the 22nd recipient of this special form of recognition.
