Gilbert, Director of General Services Contra DATE: March 6, 2001 a`, ",.°°- _ .,> Costa - County SUBJECT: REQUEST TO PURCHASE VEHICLES/EQUIPMENT ON BEHALF OF THE EMPLOYMENT AND HUMAN SERVICES SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): APPROVE and AUTHORIZE the Fleet Manager to purchase 5 Ford Taurus four-door sedans, 5 Toyota Camry four-door sedans and I Electric Nissan Alta EV station wagon on behalf of the Department of Employment and Human Services. These purchases are necessary due to increases in staff and changes in the Medi-Cal program and Welfare Fraud units. Approved appropriation adjustment#5054 is attached. BACKGROUND: In accordance with Administrative Bulletin No. 508: "County Vehicle and Equipment Acquisition and Replacement Policy with Guidelines," approval is requested for the lease of the above-referenced vehicle. Based on a review of the need for the new vehicles/equipment and consideration of alternative fueled vehicles, the Fleet Manager recommends approval of this request. This request has been reviewed and approved by the County Administrator for consideration by the Board of Supervisors. These five vehicles are justified because of the increase in staff for Welfare Fraud Investigators who require a vehicle to investigate cases. In addition, please purchase six (6) 4-door sedans (Ford Taurus) for the Employment and Human Services Department to accommodate an increase in the Children's and Family Services staff who are required to make home visits and emergency response visits. These cars will also accommodate the recent changes in the Medi-Cal program which allow for clients to apply via US Mail and the follow-up appointments are conducted by our staff at the clients home. Administrative Services Bureau 40 Douglas Drive, Martinez — Ext. 31582 Employment & Human Services Department November 14, 2000 To: Joe Romiti, Fleet Manager From: Jim Takahashi, Division Manager Subject: Car Justification The Department's justification for additional cars would normally be generic, which means that our cars are not always designated to a specific group. However, .in this instance we are looking for cars to support a new function of our MediCal program. We have added MediCal Outreach workers working in conjunction with the County Health Coalition. The workers will be going to homes or other locations to follow up on incomplete MediCal applications where clients are either reluctant to come into the office or have basic transportation problems. It is important to have these cars in that any eligible MediCal clients in this county allow claims for costs against federal and state funds otherwise; the funding comes straight out of the county general fund for clinic and hospital utilization. We are asking also for one cart in our North Richmond Integrated Services office. This office combines the services of Probation, Public Health, Community groups and the EHSD employment and children protective services staff. The program has been in existence for many years and has not had a permanent car assigned. This office is in the area it services and provides home visits. If a car. is necessary workers will borrow a car(s) from our other offices who have equally high priority need. We feel it is more cost effective that this office have a car permanently assigned. In another area we are asking for cars, is for our Early Fraud Workers. The unit has and is growing to address the needs of this function. We cars1100.DOC are asking to maintain our internal car to worker standard for this group. The department operations in this area has workers in the office to see that selected applications are followed up with prospective clients in their home and neighborhood. Timelines are imposed on the determination of assistance and therefore it is important that workers have access to cars that support their function. The department is currently working closely with the Board's Internal Operations Committee on internal and client fraud safeguards. We have learned that it is far less expensive to thwart fraud early on, rather than after months or years of ongoing activity. The funding for these cars will be provided by fraud incentives provided by the state for early fraud successful actions.
