SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the contract (#21-589) with The Nurture Company as follows: (1) To increase the contract payment in the amount of$500,000 to design and develop the infrastructure necessary to implement a countywide Welcome Home Baby Program pilot. Contract to be increased from $400,000 to $900,000 for the period from March 1, 2001 through June 30, 2001. (2) To collaboratively develop local funding and encourage partnerships in FY 2001/2002 to provide Welcome Home Baby Program services to all first-time families in Contra Costa County at an estimated project level of $4,000,000. FINANCIAL IMPACT: No County cost. The contract will be entirely funded by federal TANF incentive funds. CHILDREN'S IMPACT STATEMENT: This contract supports all five community outcomes established in the Children's Report Card: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." This will reduce child abuse and neglect, reduce substance abuse, improve parenting skills and increase the percentage of safe, stable households. BACKGROUND: On March 7, 2000, the Board approved a contract with the Nurture Company, a nonprofit corporation, to develop a Monument Corridor pilot program to provide services to first-time mothers. The Welcome Home Baby Program is a prevention and early intervention program providing home visiting for first-time families. The identification of first-time families, and provision of weekly home visits emphasizing infant bonding and nurturing child development, health education and medical care, and assistance with employment, housing, transportation and childcare can provide appreciable reductions in child abuse and neglect and other significant health and education concerns. National research has shown home visitation to first-time families reduces the short and long term family impact of substance abuse, domestic violence and mental health problems; reduces CPS intervention and child abuse rates; increases the early identification and treatment of developmental problems and special needs children; increases the use of safe home and child safe practices; and, improves the parenting skills and family coping skills to develop parent child interaction and stimulate positive child development. First-time mothers are offered the program and voluntarily sign up while recovering from birth in the hospital. Of those families offered services, an average of 97% have accepted Welcome Home Baby services and the program has an 80% retention rate. 210 families .have received home visits since program implementation in May 2000. The additional funding will provide for data collection system development, program design evaluation, organizational expansion, lease and site development, and staff recruitment and salaries.
