"eCountyr , ebur+ DATE: February 15, 2001 SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Mr. Paul Branson in the amount of$71,500 for transportation program design and implementation, grant management and administration services, for the period from March 28, 2001 through March 27, 2002. (#21-591-1) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Mr. Paul Branson in the amount of$71,500 for transportation program design and implementation, grant management and administration services, for the period from March 28, 2001 through March 27, 2002. (#21-591-1) FINANCIAL IMPACT: Funded 100% by the Governor's 15% Grant for Special Projects through the grant period. The Employment and Human Services Department has requested an extension of the grant period from March 31, 2001 to September 30, 2001. Thereafter, or if the grant extension request is denied, funded 100% by the Ca1WORKs allocation 85% Federal, 15% County. BACKGROUND: In September 1998, the Board approved and authorized acceptance of the Governor's 15% Grant for Special Projects funding in the amount of$784,031. The grant provides funding for job opportunities and work related transportation services for Ca1WORKs recipients. In January 1999, the Welfare-to-Work Transportation Plan was developed by the Transportation Alliance to address overall County transportation issues including,job development in transportation services and the unmet transportation needs related to childcare for children of Cal WORKS recipients. The Plan presented recommendations for wide ranging program(s) development and implementation. In addition, the Welfare-to-Work Transportation Plan explored and recommended expansion of programs to use CalWORKs funding to serve client populations other than those specifically identified under the Governor's 15% Grant for Special Projects. The complexity of transportation-focused service programs requires specialized.staffing with expertise in program design, program implementation and transportation.
