AUTHORIZE CONTRACT AMENDMENT FOR EARLY HEAD START PROGRAM

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director, or designee, to execute an
amendment with Greater Richmond Social Service contract 938-471, to increase the payment
limit by $9,600 (COLA adjustment) to a new payment limit of $23,200 to provide family and
childcare services through June 30, 2001.
II FINANCIAL IMPACT:
This contract is funded by the Early Head Start Basic Grant. Funding for this contract for the
period from July 1, 2000 through June 30, 2001 is included in the Family and Children's Services
Department's FY 2000-01 budget. (Federal Funds)
III. CHILDREN'S IMPACT STATEMENT
The Family and Children's Services Department's Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and "Families that
are Safe, Stable and.Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, health, and social services, along with a
strong parent involvement focus, to low-income children throughout Contra Costa County. The
overall goal of the program is to bring about a greater degree of social competence in preschool
children from low-income families.

Early Head Start Contracts
1V. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On January 23,2001, the Board approved the Financial Assistance award from the U.S. Department of
Health and Human Services Administration for Children and Families for Early Head Start Grant
Funds through December 31, 2001.
On September 12, 2000, the Board approved and authorized submission of the 2001 Early Head Start
Grant Application to the U.S. Department of Health and Human Services, Administration for Children
and Families (ACF) to continue Early Head Start program services to approximately 204 infants and
toddlers, ages 0-3 years old, for the period from January 1, 2001 through December 31, 2001.
Approval of this amendment will allow the Family and Children's Services Department to increase
employee wages to reflect the Cost-of Living adjustment authorized and funded by the Early Head
Start Program.
